2. Research Informing Sustainable Dryland Management, Policy and Practice

Summary of the impact

Science has guided national dryland policy in Africa through approaches that have omitted local knowledge, and has informed international policy through implementation of the United Nations Convention to Combat Desertification (UNCCD), previously developed by a Roster of Experts. Our national and district-level research in Botswana has identified routes to increase community involvement in degradation monitoring, and our strategies have been rolled out nationally via agricultural extension workers, allowing knowledge to inform farming practices and land policy. Our analysis of the wider international context has led us to propose new science-to-policy pathways that have allowed the UNCCD to draw more effectively upon both local and scientific evidence.

Evaluating European policy instruments for rural development and agri-environment

Summary of the impact

The Countryside and Community Research Institute (CCRI) has undertaken research providing a sustained contribution to understanding beneficiary-focused EU and UK rural development (RD) policies. This used novel, context-sensitive and mixed-method evaluation techniques to capture complex, systemic impacts and diagnose causal linkages between design and delivery, and policy performance. In so doing it has generated direct impacts in improved RD policy making and evaluation. The research has influenced restructuring in EU policy frameworks for RD and changed England's upland policy. By increasing policymakers' understanding of farm-level behaviours and responses to agri-environmental policy goals, CCRI's research has stimulated better-communicated and integrated advisory approaches.

Developing Policy and Practice Capacity for Nudging Behaviour Change in Citizens

Summary of the impact

The Centre for Citizenship, Globalisation and Governance (C2G2) at the University of Southampton is at the forefront of increasingly important policy and practice considerations about how to enhance civic behaviour using forms of intervention beyond legislation and taxation. Its research in this field has influenced the UK government's approach to the concept of the Big Society and has helped shape the broader debate on how nudging behaviour change can reshape public service delivery. Through media exposure and engagement in high-level interactions with policymakers, the researchers at Southampton have framed the thinking of governments at all levels, think-tanks and voluntary associations both in the UK and internationally.

Influencing development aid policy and practice (David Mosse)

Summary of the impact

A theme within Professor David Mosse's anthropological research focuses on the relationship between policy, practice and effects in international development. His field-based ethnographic research challenges assumptions about policy implementation and the nature of success and failure in aid programming. His novel approach to questions of policy analysis and policy change has been widely influential on thinking among policymakers and practitioners across a range of organisations, sectors and countries. It has enhanced the capacity for adaptive self-critical understanding of the aid process among practitioners and aid organisations, while also demonstrating the importance of researcher-practitioner engagement in improving the delivery of aid and development programmes.

Creating evidence-based integrated rural policy in Wales

Summary of the impact

In the late 1990s the new Welsh Assembly Government publicly acknowledged a significant evidence gap in relation to rural policy. A Cardiff University team of rural researchers led by Terry Marsden and Paul Milbourne has since played a significant role in filling this gap. A major programme of longitudinal and place-based research has revealed the need for a more integrated approach to rural policy development. Key findings from this research have been used by the Welsh Government to develop more sustainable and integrated forms of rural policy, particularly in relation to anti-poverty and agri-food strategy. The research evidence has also influenced policy debates in the UK on agri-food, as well as negotiations between the Welsh Government and European Commission in relation to European objectives for rural development.

This case study focuses on the impact of research undertaken within the European Research Centre (ERC) and the Centre for the Study of International Governance at Loughborough University between 1993 and 2009, primarily by Professor Linda Hantrais (1993-2008 and now Emeritus). The impact of the research has been created through high quality cross-national socio-demographic analysis which has underpinned policy formation and delivery at the European and national levels, with particular reference to social policy, citizenship and family policy. It has had a substantial further impact by generating advances in international comparative research methods and training.

Desistance and Reintegration: Changing Penal Policy and Practice

Summary of the impact

University of Glasgow research on desistance from crime and reintegration has contributed powerfully to a paradigm shift in approaches to offender rehabilitation, resulting in significant reforms of penal policy and practice. By fostering and sustaining relationships with criminal justice policymakers and stakeholders, the researchers catalysed a number of meaningful impacts. These included significant shifts in rehabilitation policy in all three UK jurisdictions; the delivery of a new practice skills model by the National Offender Management Service of England and Wales, and the ongoing redesign of service provision and prison staff training in Scotland and Northern Ireland. More broadly, the research has challenged conventional wisdom around approaches to `offender management', effecting a widespread cultural change in the penal system.

McNay's work is at the boundaries between HEIs and their environment: policy analysis, particularly of Access and, here, Research Quality Assessment, and the impact on internal strategies; and organisational analysis and the way internal cultures and processes are conditioned by external influences. His conceptual model of cultures is used by professionals worldwide to evaluate and improve leadership and management and introduce change. Summary of the impact

This case study draws on work undertaken by the Centre for Social Action (CSA) to improve publicly funded services through service-user engagement in both research processes and service delivery. The centre combines applied social research with service and policy evaluation, consultancy, training and information services to the fields of youth work, community development and social and health care. The social action methodology for practice and research undertaken using this participatory approach has had an impact on services and policy internationally (e.g. classroom teaching in the US and the development of social work services in Eastern Europe), nationally (e.g. evaluations of national youth participation projects such as Participation Works and U R Boss for the Howard League) and locally (e.g. work with Leicester City Council). Impacts have been wide ranging, and include methodological innovation, development of training curricula and materials for practitioners, and policy changes which have a profound impact on people's lives.

Case study 1 - Changing evidenced-based policy

Summary of the impact

As a direct result of methodological research led by Professor Ray Pawson at Leeds, `realist evaluation' has provided a new lens through which to assess and develop social programmes. It has critically changed the apparatus of evidenced-based policy and the way in which policy research is commissioned and utilised. Through advisory work, training package provision, partnership-research and professional exchange, this `realist' perspective has formed a new standard in social programme evaluation, and is used by commissioners in the UK and internationally to frame their interventions across policy domains, including education, environment, criminal justice, and health and social care.
