Benefits of Temporary Migration

Summary of the impact

Southampton based research has demonstrated to policymakers the benefits of temporary migration through overseas savings and skill acquisition which contribute to the economic development of the home country. The research has challenged traditional notions about the adverse effects of the 'brain drain' and directly contributed to the design of international migration policy in labour sending countries. It has also proactively influenced the policy recommendations of international organisations (e.g. ILO, Worl Bank) regarding return migrants and their enterprise creation. The World Bank used Southampton researcher, Wahba's research and expertise when assisting the Egyptian Government in the preparation for "Mode 4" in the General Agreement on Trade in Services (GATS) in 2010.

Changing English Language Teaching in the Global Primary Sector

Summary of the impact

Research in Aston University on developing effective practices in teaching English to young learners (TEYL) has achieved the following key impacts:

  1. Findings from the research have informed international policy discussions on TEYL. For example, the TESOL-Italy mission statement on TEYL includes recommendations derived from the findings (TESOL = Teaching English to Speakers of Other Languages).
  2. The research project led to the publication of a book of teaching resources for primary school teachers distributed globally by the British Council. This book is used by both primary school teachers around the world and teacher educators in the UK.

Improving access to mental health care in low- and middle-income countries

Summary of the impact

Research carried out by LSHTM into mental disorders in low- and middle-income countries has promoted new approaches to mental health care and influenced donors, practitioners and policy-makers, contributing to changing global priorities in this area. WHO launched a flagship action plan based on the research, governments and NGOs made substantial financial allocations for implementing the research innovations, and the findings have been translated into treatment guidelines used to train health workers in managing mental illness in many countries.

Increasing Awareness of a Non-Essentialist Approach to Intercultural Communication

Summary of the impact

Holliday's research is at the core of paradigm change in intercultural communication. For this reason it has provided a conceptual underpinning for the design and writing of the new syllabus for English language teacher education proposed by the Chinese National Institute of Education Sciences. Holliday was invited to use his research to write the part of this syllabus which describes teacher knowledge and methodology necessary for recognising the cultural contribution of school students in learning English.

This research has also increased the intercultural awareness of English language educators in Asia and Central America through a range of seminars, workshops and internet material, and has produced a textbook which has carried this awareness to university students in the humanities and social sciences in a range of countries.

Multidimensional poverty measurement improves policy-making

Summary of the impact

Poor people define poverty to include a simultaneous lack of education, health, housing, mployment and income, among other factors. Recognising this, Sabina Alkire and James Foster developed an axiomatic methodology of measurement that incorporates multiple dimensions of poverty — the Alkire Foster method (AF). The AF method provides a robust, `open-source' measurement tool for policy-making. One key impact is an AF index covering 100+ countries, published annually in the UNDP's Human Development Reports. Another is national adoption by three governments and a multidimensional poverty peer network of 22 governments and agencies. The AF method is also incorporated into other internationally recognised well-being measures such as USAID's 19-country Women's Empowerment in Agriculture Index, and Bhutan's Gross National Happiness index.

Reaching new audiences through innovation in performance

Summary of the impact

Since 2005, Dr Quick has created a series of practice-as-research projects and educational workshops to increase understanding of how new media-based performance is created and understood. Key beneficiaries have been young people, teachers, theatre practitioners, mixed media artists, and cultural organisations. Five new works have impacted through the introduction of innovative practice performance to new audiences, nationally and internationally (including central and Eastern Europe, the Middle East, Brazil and Taiwan); pioneering new uses of digital technology as creative practice, and sharing such innovation with both established and new theatres and groups.

Reducing electoral corruption in new and established democracies

Summary of the impact

Essex research on electoral administration has informed the development of practical measures to reduce electoral corruption in a number of different countries. Work led by Professor Sarah Birch has contributed significantly to promoting good practice in elections both in the UK and in a number of new and semi-democracies. In the UK, Birch's research played an important role in shaping the Electoral Administration Act 2006, which led to a significant reduction in postal voting abuse in the 2010 General Election. In Macedonia, Birch's research was used to inform a UN Development Programme project on proxy voting that fed directly into strategy documents from the State Election Commission and a Code of Conduct signed by all parties. Following the project, 'family voting' in Macedonia declined 17 per cent in the 2011 parliamentary elections. Birch extended her work in a series of training projects on parliamentary strengthening in Lebanon and Mozambique as part of a £5 million programme funded by DFID and the FCO and implemented through the Westminster Foundation for Democracy. In addition, her research regularly informs the practical work of various international organisations involved in the organisation and monitoring of elections.

An evaluation tool co-developed by Brunel University has helped Turkey, Qatar and Lebanon governments to improve their e-government services

Summary of the impact

While indexes exist that measure the maturity of the provision of eGovernment services from the government perspective (e.g. UN eGovernment Development Index, http://unpan3.un.org/egovkb/global_reports/12report.htm), there are no reliable standards that incorporate the citizen perspective into benchmarking of government effectiveness. Brunel research has included both government and citizen assessments and, through a more holistic approach to eGovernment evaluation, has helped Turkey and other governments to improve their e-government services.

EU funded CEES (Citizen-Oriented Evaluation of e-government Services) project delivered a new evaluation model, called COBRA (Cost, Opportunity, Benefit, Risk Analysis), for benchmarking e-government services from the citizens' perspective. CEES led to COBRA's adoption by Turksat, the Turkish central e-government service provider which has 12 million citizen users — leading to e-government service improvement and more favourable citizen attitudes. E-government service providers such as ictQATAR and OMSAR (Office of the Minister of State for Administrative Reform) have adopted the COBRA framework to evaluate and improve their e-government services in Qatar and Lebanon respectively. COBRA has also been used in UK and Estonia leading to similar outcomes.

This research outcome enabled the launch of a new project, called I-MEET, that is extending the COBRA framework to include governments' perspectives and is being applied to Qatar, Lebanon and the UK.

Our research on the way Arab media laws and policies translate into multiple layers of censorship and self-censorship in Arab journalism and media production has informed and influenced international policy debate about Arab media development. It has provided evidence and argument for awareness-raising reports issued by UN agencies and a Euro-Mediterranean intergovernmental body, for the international outreach activities of two non-governmental organisations (NGOs) and for planning and evaluation at the government-funded Danish body, International Media Support.

The Brunel Institute of Contemporary Middle Eastern Composition (BICMEM) was established in response to the significant growth of compositional activity in the Middle East for which there existed no systematic curation, promotion or research.

The Institute has established a unique archive of contemporary Middle-Eastern compositions. It works as an advocate, liaising closely with senior diplomats, academics, cultural officers, and business. In a time of great political unrest in the Middle East, BICMEM nurtures new talent, preserves cultural assets and enables international dialogue through the curation and promotion of new music events in Britain and the Middle East.
