In 2010 a Sentencing Information System (ISIS) for the Republic of Ireland was launched. Its development was partly based on an earlier system developed for use in Scotland, and the ISIS project was informed by the research which underpinned the Scottish system. The experience of this Scottish-based research informed advice given by Tata to the Judiciary and Court Service of the Republic of Ireland; a key recommendation was the need for public accessibility of the system to ensure maximum utility. The Irish system was launched in 2010 is now in use by judges and other practitioners as well as the wider public. ISIS assists judicial decision-making through the provision of meaningful, systematic information about sentencing; and its public availability has helped to shape and inform public discourse about sentencing and wider issues of justice.
Some 77% of victims wait until they have had more than 100 incidents of unwanted behaviour before they tell anyone about it. More than 1.2 million women and 900,000 men are stalked in the UK every year (British Crime Survey.) The research investigated the characteristics of stalkers and has: (i) changed police practice in UK police forces in investigating cases of alleged stalking offences through supporting the adoption of the Domestic Abuse, Stalking, and Harassment (DASH) threat assessment checklist within every police station in England and Wales; (ii) informed public policy debate and the introduction of anti-stalking legislation and raising public awareness of the nature and dangers of stalking behaviour.
Professor Martin Wasik's research has made a significant and enduring impact on the law and practice of sentencing — the scale of which has grown from 2008 onwards. This is evidenced by the adoption in England and Wales of 23 sentencing guidelines developed by the Sentencing Advisory Panel, which he chaired from 1999 to 2007, based on proportionality principles advocated in his research and publications. The work of the Panel attracted international attention, informed policy debate, and served as a model of democratic involvement in the area of sentencing. Wasik also provides national Judicial College training on sentencing, and publishes extensively for practitioners, including a monthly e-letter mailed by the College to all judges who sit in criminal cases.
