Coded Track Systems for Train Detection

Summary of the impact

This case study highlights the research carried out by Plymouth researchers in developing a new product in coded railway signalling, the EBI Track 400. Through this patented product, Bombardier Transportation UK Ltd has become the world leader in coded track systems, currently making profits in excess of $6 Million per annum through worldwide sales. The innovative coding algorithms and enhanced system performance has improved railway reliability, eliminated `false positive' danger alerts, and achieved savings for train operators while improving the travelling experience. It has also secured existing jobs and increased investment at their Plymouth site.

Developing the evidence base in palliative care: from mapping to international policy and practice change

Summary of the impact

Research carried out in the International Observatory on End of Life Care (IOELC) at Lancaster University led by Professor Payne has played a major role in influencing the strategic direction of service and policy development globally. IOELC initiated the systematic collation of development data and delivered the first research-based international analysis of the development of palliative care. For example, research on access to opioids in 12 resource poor countries in central and eastern Europe via the ATOME project has delivered major impact, leading to significant changes in legislation and policy and improved access to pain medication, and palliative and end of life care for millions of people around the world.

'The Educational Turn': relocating sites of knowledge production

Summary of the impact

Irit Rogoff has shaped the emergence of an `educational turn' in the arts and humanities, arguing that contemporary artwork, together with its institutions and social platforms, transforms education practices in non-academic arenas such as museums, theatres, bookshops, art academies, and social and political occupations. This work started at the moment in which both the Bologna accord and neo-liberal impacts on education began pulling towards the professionalisation and homogenisation of Higher Education culture. All of the projects elaborated within this case study have aimed to expand the understanding of how cultural actors become educational stakeholders.

Rogoff's theoretical and curatorial research has taken diverse forms including scholarly publications, exhibitions and social forums, and she has brought these issues to audiences from the arts and public organisations beyond the university sector through advisory roles, public speaking, and social organising. Following numerous publications, exhibitions, and events, she founded freethought, an experimental platform for pedagogy, research and production. Launched in 2012 at the Austrian arts festival, Steirischer Herbst, freethought has subsequently developed a core project on `infrastructure' launched at Berlin's House of World Cultures in 2013. Her published research, exhibitions, and public forums have been widely influential in debates on education in the public sphere, as evidenced for example by her involvement as a funded partner in the establishment of a freethought laboratory in South Korea's new Asia Cultural Complex.

EU Constitutional Change and its Legal Implications Within the UK

Summary of the impact

This case-study is based upon research by Prof Michael Dougan and Dr Michael Gordon (both members of the Liverpool European Law Unit) undertaken between 2008 and 2013. That work critically assesses a series of interlinked EU constitutional reforms, and their impact upon the EU's relationship to its Member States, with particular reference to the UK experience: first, the interpretation and implementation of the Lisbon Treaty 2007; secondly, the design and implications of the European Union Act 2011; thirdly, Britain's legal and political reception of the 2012 "Fiscal Compact" Treaty. The research's principal impacts have occurred within the period 1 January 2008 to 31 July 2013. They consist in providing a wide range of high-level institutional actors (including the European Court of Justice, the UK Foreign and Commonwealth Office and the House of Commons) with an objective and thorough critical evaluation of those major constitutional developments, so as directly to inform and assist their policy deliberations (including specific recommendations based directly on the research) on issues of fundamental importance to the future interests of the EU and the UK.

Evaluating Health Technologies for Health Policy and Clinical Practice

Summary of the impact

Health Technology Assessment (HTA) is a systematic approach to evaluating the safety, clinical and cost effectiveness of a drug/medical intervention into the NHS. Research and practice of HTA enabled Liverpool University to significantly impact and influence national and international health policy by optimising NHS decision-making on drug adoption and other clinical interventions, as well as disseminating HTA expertise and application around the globe. Reach is both geographical and organizational, spanning the UK NHS, the European, African and Asian healthcare systems, as well as with members of the Pharmaceutical industry. Numerous populations, from patients of the UK NHS, to world-citizens, benefit as a consequence of the application of health economics research.

Folkestone: Public History, Heritage and Identity

Summary of the impact

Impact was achieved through two projects led by Dr Hardy. In December 2005 the Unit helped to establish the Folkestone People's History Centre (FPHC) to research the town's historical heritage. The enthusiastic engagement of individuals and groups in the Centre resulted in a Heritage Lottery Fund (HLF) supported project, `A Town Unearthed: Folkestone Before 1500' (ATU), running from December 2009-March 2013, which took over the work of the FPHC. Impact has centred on preserving, creating and interpreting cultural capital; engaging and developing local associations; creating new audiences; influencing policies towards heritage, and challenging assumptions about the history of Folkestone. The main beneficiaries have been adult learners; schools; local authorities, associations and groups; as well as national and international audiences.

General public, teachers, students and carers benefit from deeper understanding of Buddhist practice

Summary of the impact

Buddhists and non-Buddhists across the world, educators, students and chaplains are among those who have benefited personally, academically and professionally from the imaginative dissemination of Bristol's pioneering research into Buddhist Death Rituals in Southeast Asia and China. Exhibitions, talks, printed and online learning materials, image archives and websites have all been brought into play. These multiple approaches to the sharing of new knowledge have led to beneficial impacts on a wide variety of individuals, from schoolchildren on the brink of adulthood to people receiving comfort on their deathbed.

5 Sex offenders: Ensuring public safety and improving the effectiveness of treatment through the development of an algorithm to match sex offenders with appropriate probation-based treatment.

Summary of the impact

Through better assessment of the risk of reoffending it has been possible to improve the treatment of sex offenders and protect the public. An algorithm developed at the University of Birmingham, has been used by the Probation Service to classify the entire prison population of over 8000 sex offenders attending treatment in England and Wales, enabling allocation to the best treatment available at the time. This approach to treatment led to a 40% reduction in recidivism in those who were treatment responders. More specifically, this work enabled length of treatment to be matched to high-risk offenders' level of pre-treatment risk/need, and resulted in a reduced rate of reconviction among high-risk offenders to the level of reconviction observed among lower risk/need offenders. The work has reduced the level of sexual victimisation in the UK, reduced the costs associated with such offending, and has influenced policy and services for the treatment of sex offenders in other countries in Europe. Such recidivism reduction also enables ex-offenders to lead more fulfilling offence free lives.

Shaping National and International Research Assessment Policy and Practice

Summary of the impact

Research on the assessment and governance of research, carried out at Oxford since 2004, has contributed to changes in conceptions of quality and impact underpinning research assessment systems in the UK, Australia, New Zealand and Hong Kong, and substantially influenced strategic action in funding bodies, professional societies, and higher education institutions, nationally and internationally. Oancea and Furlong's work on quality in applied and practice-based research contributed to a more inclusive definition of applied research in the 2008 Research Assessment Exercise and to the Economic and Social Research Council's interpretation of the "excellence with impact" agenda for the social sciences. It has also been used as the basis for assessment criteria for postgraduate programmes, professional development, and practitioner courses in many institutions. Oancea's recent research was used in strategic documents and resources by, for example, the Social Care Institute for Excellence (SCIE), the Strategic Forum for Research in Education (SFRE), and the Universities Council for the Education of Teachers (UCET).
