GM-6, a new maize variety developed through innovative Bangor crop breeding research (pioneering the use of participatory plant breeding) was released in three states in Western India between 2002 and 2005. Since its release, GM-6 cultivation has rapidly grown to a cumulative area exceeding 2M hectares, of which 54% (more than 1M ha) was during 2008-2013, with a major positive impact on the welfare and prosperity of at least 330,000 households per year. Because of its advantage under drought and on poor soils, GM-6 has average grain yields 28% higher than the best available alternative varieties, providing 360,000 t of additional food grain during 2008-2013 with a total net present value to these farm households of an average of at least £9M per year.
Prof. Andrew Fearne's consumer insight research project influenced marketing practice in almost 400 farming and small food businesses, while helping eight food industry associations and regional development agencies meet their remits. It also supported local supplier initiatives at the UK's largest supermarket, Tesco. A recent participant survey showed that 89% of farmers and small food producers who engaged with the project found that the consumer insight was either `quite' or `extremely useful'. Meanwhile, the project helped Tesco grow its sales of local food and drink from £0.5 billion (2005) to over £1 billion (2012) against average retail sales growth of less than 5% per year over the same period (Office of National Statistics).
Reading research has led to changes in policies and activities of national and international organisations that support the development of smallholder agriculture, particularly those who focus on provision of climate and weather information. Over the 2008-2013 period, the research has resulted in improved understanding of farmers' perceptions and information needs together with the design and implementation of methods for providing climate information services that better reflect smallholders' requirements. The research has to date had impact on the policies and activities of organisations responsible for design and delivery of climate information and services in at least 10 countries in Africa and South Asia and benefited thousands of farmers.
This case study describes how research undertaken by Sophia Davidova and Alistair Bailey contributed to raising the issue of the welfare of small farmers in Europe onto the EU policy agenda. The impact of their research is clearly reflected in papers and legislative proposals produced by the European Commission. As a result of the research, the European Commission was able to identify clearly the policy target group and to propose a simplified post-2013 Common Agricultural Policy (CAP) flat-rate payment scheme to small and semi-subsistence farmers, which was debated and approved by the EU Council and Parliament in June 2013. The impact has been international in reach and has led to significant policy change for EU subsistence farmers.
The direct beneficiaries of the research have been agricultural policy makers in the European Commission. The indirect beneficiaries are the 11 million small farmers who, within the CAP for the period 2013-2020, will enjoy a simplified flat-rate payment scheme for support.
