The Local Governance Research Unit (LGRU) undertook a Knowledge Transfer Partnership (KTP) with the Association for Public Service Excellence (APSE), a not-for-profit local government association that provides policy and operational advice to over 300 councils. This partnership informed APSE's strategic policy review, co-producing a new model of the Ensuring Council, which was adopted by its national council, and used to brand and position APSE within local government. Seven evidence-based policy tools were created through the partnership and taken up and used by APSE for consultancy and membership services. Externally, APSE used these outputs to increase its influence over national policy.
University of Bath research has helped the National Health Service (NHS) successfully to make fundamental changes in its procurement policy, with 2.7 per cent savings on £18 billion of expenditure. The changes incorporated plurality of provision and strategic, collaborative approaches to deliver better value-for-money decisions and improve quality of life for patients. Using this framework, Audiology Services have been able to provide digital hearing aids to patients free of charge, at the same time saving £252 million on the purchasing price of the aids and cutting service costs by £45.5m annually. This approach was also applied across all NHS expenditure categories and achieved savings of around £500m on goods and services worth £18 billion a year. The research has also shaped the Department of Health's Commercial Strategy encouraging a more strategic use of network resources for the benefit of patients and taxpayers.
A major challenge to economic policy and public sector governance is how to provide a sustainable economic basis for less prosperous localities and neighbourhoods. Research findings demonstrated the need for a greater focus upon enterprise and jobs at a sub-regional level and improved co-ordination and integration of governance arrangements in order to tackle this issue. These findings influenced the development of national and local government policy and practice towards the economic development of deprived areas from 2004 onwards. Impacts were evident through shaping a significant re-orientation in policy approaches towards deprived neighbourhoods as well as the development of specific policies and governance practice.
This case study captures the aftermath of the abolition of Regional Development Agencies and Government Offices in England after 2010. The research underpinning this case study analysed the shift from `regionalism' to `localism' in the North East of England and found that the abolition of the regional tier of governance in England did not invalidate the continuing need for multi-level policy coordination, networking and `voice' at the regional level. These findings, characterised as `Common-Sense Regionalism', directly led to the creation (by Central Government) of a Cross-Government Group of national and sub-national civil servants, representatives from local government and from the voluntary sector.
This case study centres on research, which had an impact on a major piece of local government legislation. The research was a comparative study of the Local Integrity Systems (LIS) of England, Scotland and Wales. The research was commissioned by Standards for England as part of its 2010 strategic review, which was used by the Department of Communities and Local Government (DCLG) in the creation of the Localism Act 2011. This Act fundamentally altered the English local integrity framework. The research has subsequently been used by major national research projects in corruption in local government.
Researchers at the University of Aberdeen's Health Economics Research Unit (HERU) have developed a theoretical model of the causes of local variations in the competitiveness of pay in the public sector and shown the impact of these variations on health and teaching services. Recommendations arising from the research have changed the way funding is distributed to: Primary Care Trusts in England and Wales; the adjustment for excess costs in the resource allocation formula for health services in Scotland; and the structure of regional pay for doctors in the UK. The evidence also underpinned proposals by the Chancellor of the Exchequer in 2012 to introduce local pay for health service and teaching professionals in England.
The claimed impact, as defined by REF guidance, is therefore on policy debate and decisions, legislation and service delivery influenced by research.
Since 2008, Bangor Law School has pioneered research into the legal and risk barriers that inhibit SME participation in public procurement. This has had a transformational impact on 5 substantial non-academic communities: SMEs have benefited from improved access to public contract opportunities; Local Authorities have reduced procurer-evaluation hours and process times; the Welsh Government have implemented a Supplier Qualification Information Database tool improving tender-entry for SMEs; Representative Bodies (e.g. Confederation of British Industry) have extensively quoted our research findings to lobby Government to eradicate SME tendering barriers and our Tender Review Instrument has been adopted by International Agencies such as the Canadian Government.
This case study relates to the impact of research by the University of Cumbria's Centre for Regional Economic Development (CRED) on the regional impacts of inward investors on supply chains and the effectiveness of policies designed to grow regional clusters. On the basis of publications, Professor Frank Peck (Director of CRED) was appointed Expert Evaluator for a sequence of EU FP7 "Regions of Knowledge" project proposals (2007-2011), and subsequently invited to join an EU Expert Group examining the role of clusters in Smart Specialisation Strategies in EU Regions. This work has demonstrated that existing cluster initiatives can justifiably be used as a means of implementing smart specialization. As a result, regions are being encouraged to retain cluster strategies as integral parts of EU regional and innovation policies for the 2014 - 2020 programming period.
This research addresses the long-recognised need for the development of collaborative research to develop shared understandings across professional groupings in local authorities. It has had major impact on policy and decision making at strategic and operational levels on the development and management of inter-professional partnerships in local authorities and public service agencies in the North West of England. It has also enabled substantial financial savings by improving decision making through developing inter-professional management strategies, and led to the growth of an international network of scholars through a Special Interest Group of the American Educational Research Association (AERA) and the development of two research scholarships in conjunction with Cheshire Fire and Rescue Service and two Academy Schools in Cheshire and Merseyside.

Through repeat-funded projects, Business and Information Systems Research Centre (BISC) has developed strong European collaborations with Research Technology Developers (RTDs), SMEs and public body partners. Funded projects have addressed European R&D dissemination and use in health-based SMEs; knowledge transfer in the environmental sector; and knowledge transfer in manufacturing.
