The Scottish Longitudinal Study (SLS) is a pioneering study, combining census, civil registration, health and education data (administrative data). It has established an approach that allows the legal and ethical use of personal, sensitive information by maintaining anonymity within the data system. This approach has become a model for the national data linkage systems that are now being established across the UK. The SLS has also enabled policy analysts to monitor key characteristics of the Scottish population in particular health inequalities (alerting policy makers to Scotland's poor position within Europe), migration (aiding economic planning) and changing tenure patterns (informing house building decisions). Finally, the study has become fully embedded in Scotland's National Statistical agency, allowing it to produce new informative statistical series.
The research addressed the lack of insight from research, policy and practice in relation to adolescents who are neglected within families. Findings have informed policy development at a national level, and were the basis of a guide to good practice, published and circulated widely by the (then) Department for Children Schools and Families ((DCSF), now the Department for Education (DfE)), and a guide for young people to increase their awareness of neglect, published and circulated by the National Society for the Prevention of Cruelty to Children (NSPCC). At a local level, researchers worked intensively over 18 months with the whole senior management tier from Children's Services in one local authority to enable understanding and refocusing so that adolescent neglect becomes a legitimate part of practice. Managers went on to enable the shift in practice with their teams, and adolescent neglect has been included in revised safeguarding screening tools approved by the Local Safeguarding Children Board (LSCB).
Publication of the first major piece of research on young adult carers [YACs] has led to recognition of a `new' group of carers in policy and practice, and the development of two new psychometric instruments.
Raising awareness with Government, policy makers and service providers, has resulted in the provision of new services and support and further education provision for YACs across the UK, and the psychometric tools are now being used extensively by organisations including Comic Relief, The Government Innovation Fund, the BBC, and in a dozen countries.
At a time when youth gangs were high on the UK and Scottish governments' agendas and a focus of media concern, this research was instrumental in changing understandings of the origins of youth gangs, and why they engage in violent conflict. A key insight was that significant gang behaviour had its origins in extreme forms of place attachment. The impact encompassed changes in policy direction and programmes aimed at tackling youth violence, including policies in Scotland such as `No Knives Better Lives'. Through very substantial publicity, including coverage on 2 primetime TV documentaries, the research informed public understandings, and challenged conventional wisdom on the nature, organisation and behaviour of youth gangs.
There is growing evidence that official population statistics based on the decennial UK Census are inaccurate at the local authority level, the fundamental administrative unit of the UK. The use of locally-available administrative data sets for counting populations can result in more timely and geographically more flexible data which are more cost-effective to produce than the survey-based Census. Professor Mayhew of City University London has spent the last 13 years conducting research on administrative data and their application to counting populations at local level. This work has focused particularly on linking population estimates to specific applications in health and social care, education and crime. Professor Mayhew developed a methodology that is now used as an alternative to the decennial UK Census by a large number of local councils and health care providers. They have thereby gained access to more accurate, detailed and relevant data which have helped local government officials and communities make better policy decisions and save money. The success of this work has helped to shape thinking on statistics in England, Scotland and Northern Ireland and has contributed to the debate over whether the decennial UK Census should be discontinued.
The recommendations from this EOC funded research have had a demonstrable impact upon policy. Government responded by implementing a national agenda to challenge gender stereotypes and extend choices for young people which included a review of work experience placements. Best Practice Guides produced by EOC and distributed to key stakeholders foreground the study's recommendations. At the local level, EBPs, LSC and schools have reformed practice and piloted a range of initiatives. In response to the recommendations made through this research, the construction of the London 2012 Olympic Games site met targets for greater gender equality — specifically non-traditional placements for women.
Research and critical analysis by Swansea researchers Haines and Case has challenged the methodological basis and policy consequences of widely accepted approaches to risk factor research (RFR) and the risk factor prevention paradigm (RFPP) in youth justice, and has led to fundamental changes of direction and emphasis in youth justice policy and practice. The work precipitated a review of assessment and intervention planning in youth justice by the Youth Justice Board for England and Wales (YJB), provided evidence which has led the YJB to abandon `risk' as the central animator of youth justice policy and practice, and provided further evidence which underpins the YJB's new `AssetPlus' framework for assessment and intervention planning in youth justice.
The British Household Panel Study (BHPS) is a longitudinal survey that has followed a representative sample of individuals since the early 1990s. The resource is used routinely by government departments (e.g. DWP, HMRC, Cabinet Office) and third-sector bodies (e.g. Children's Society) for their research and for monitoring progress towards policy targets. The data's longitudinal character has helped to transform government departments' understanding of the goals of social policies, and allowed them to redefine targets in ways not possible without the BHPS. Examples include DWP's monitoring of persistent poverty, which uses BHPS data to estimate the probability of an individual living in poverty for several successive years.
This case study focuses on the impact of our research on the Welsh Government's policy and delivery of national flagship programmes for sport and physical activity. The evaluation of a pilot study of the Active Young People secondary school sport intervention informed the implementation and `roll-out' of the pan-Wales 5x60 physical activity programme to 218 schools by 2009. The evaluation of the pan-Wales Free Swimming Initiative resulted in revised policy objectives for sustainable sports development in Wales, and influenced the type of public swimming opportunities that exist, improved their availability, and increased the extent of engagement with them.
This case study demonstrates the impact generated through research studies at Plymouth University into `sexting', the self-generation and distribution of explicit images, by children and young people. The findings have informed briefing material for Ofsted inspectors, been used to develop material for schools, and led to schools developing new curriculum based support and peer mentoring. The research has also extended the understanding of the emerging issues and helped inform national debate and public discourse.
