Research in COMPAS (Centre on Migration, Policy and Society, in the School of Anthropology and Museum Ethnography, Oxford) on low-waged migrant labour, particularly in the care sector, has contributed significantly to public debate and policy development on migrant labour, labour demand, and trafficking and forced labour.
Led by Anderson, COMPAS's work in these fields has directly impacted upon (1) international debate, by informing the position of the UN and the Organization for Security and Co-operation in Europe (OSCE) on trafficking; (2) UK immigration policy and practice by making a key contribution to how skills and labour shortages are conceptualized for the purposes of policy; and (3) the work of trade unions and NGOs in the UK by demonstrating links between forced labour and labour market flexibility, a connection that has been taken up in campaigning.
Trafficked persons have benefitted directly from van den Anker's research at UWE through improved support and legislation. Her policy model on human trafficking prevention assisted changes in the UK, Ireland, Portugal, Czech Republic, Belgium and Sweden and informed local policy development through her training of politicians, civil servants and NGOs in Bristol, Birmingham and Wales. Increased multi-agency working promoted by van den Anker has led to the establishment of new support services like a safe house and the Migrant Rights Centre in Bristol, directly benefiting migrants. International dissemination contributed to agenda changes in international organisations such as the Organization for Security and Co-operation in Europe.
Professor Nick Mai researched the mobilities and vulnerabilities of young men, women and transgender people, including minors, working in the sex industry in the UK, EU and internationally. His findings show that most young migrants decide to work in the sex industry, which they consider less exploitative than other sectors. They also show that anti-trafficking initiatives exacerbate the vulnerability of migrant sex workers by enforcing restrictive migration policies and the criminalisation of sex work. Mai's research impacted on public debates, policymaking and services, which as a result now recognize trafficking as distinct from sex work and specifically target the needs of migrant sex workers.
The regulation of labour immigration and the rights of migrant workers are among the most contested public policy issues in high-income countries. Oxford research by Ruhs and Anderson, in conjunction with Martin (UC Davis), on how labour markets, welfare states and other public policies shape the demand for migrant workers, has directly impacted on: labour immigration policymaking in the UK (via the recommendations of the Migration Advisory Committee); the development of legislation for comprehensive immigration reform in the US; and policy debates in the Netherlands. The related research by Ruhs on the trade-offs between openness and rights in labour immigration policymaking has also informed debates and proposals about the global governance of international labour migration at the United Nations and other international institutions.
Young Lives is identifying major influences on children's development, from infancy to adulthood, by carrying out a pioneering longitudinal study across four developing countries over 15 years. Young Lives gathers and analyses data on how childhood is changing in diverse communities, especially through the impact of economic, cultural and policy shifts, by studying two age cohorts in each country. UNICEF, the World Bank, Plan International, and Save the Children International, among others, are using Young Lives research to design childhood poverty-reduction policies in the Post-2015 Development Agenda. The research also underpins the re-visioning of global child protection work by UNICEF, Save the Children Canada, and World Vision UK.
In a contemporary world preoccupied with the protection of children, it is profoundly shocking to learn that child labour played a key part in Britain's industrial revolution. Indeed that this pioneer economic transition would not have happened in the way that it did without child labour. Jane Humphries draws this startling conclusion from a study of more than 600 working-class autobiographies. These offer unprecedented insights into child labour, family life, careers and schooling. Seen from below, through the eyes of history's everyman, the costs and benefits of industrialization acquire new edge. The impact of Humphries' work has been to change public understanding of this momentous divide by integrating humanity back into economic history and trauma back into the Industrial Revolution.
Over 3 million UK children live in poverty. Ridge's research has shown that understanding the impact and experience of poverty from the child's perspective is essential for developing effective policies and services to improve children's lives. Through strong, close and enduring relations with policy makers and advocacy groups, her research and knowledge exchange have directly influenced national and local government policies for low-income children. Policy-makers now listen to children's perspectives as they develop policy, incorporating statutory consultation with children into key initiatives such as the Child Poverty Strategy. This has significantly improved the quality of life of children and families in poverty.
Research carried out at the University of Oxford's Centre on Migration Policy and Society (COMPAS) and disseminated through an accessible multimedia website, `The Migration Observatory', has transformed public and policy debate on migration and changed the practices of government departments, media, and third-sector organizations regarding migration data. As a result of COMPAS's research on public attitudes to immigration, migrants' remittance payments, and employers' demand for migrant labour, these groups have been able to make stronger, evidence-based arguments and decisions.
The impact has occurred in two main ways: (1) direct impact on public debates; and (2) changes in the practices of those participating in, or reporting on, those debates. The direct impact has included evidence for arguments against new restrictions on student immigration, and related arguments in favour of changing the way student immigration statistics are tracked. It has also included shaping deliberations on the potential for developing new measures of remittances by the Office of National Statistics. Changes in practice have involved the dissemination of research and data through the vehicle of the Migration Observatory. The Observatory has enabled journalists, civil servants, parliamentarians, and NGOs to use a more accurate and impartial evidence base in debates on migration issues, and to inform the public about such issues.
Research conducted at UEL on the protection, participation and welfare of children living in difficult circumstances in the aftermath of conflict and in contexts of urban and rural poverty has had wide-ranging impacts on international policy and practice. Benefits have arisen particularly from its influence on national policies for orphans and vulnerable children in Rwanda; on international professional standards and `best practice'; and on legal asylum in the USA. It has been used directly by governmental policymakers in Rwanda and Bangladesh and aid organisations in Africa and Asia, and has formed the basis for the development of new learning and advocacy resources used to improve the services offered by social work professionals in Africa, Asia and the UK. Through its direct impact on these individuals and organisations, the research has delivered indirect benefits to millions of children and adults around the world.
This case study reports the impact on awareness and understanding of children's rights by policy makers, practitioners and children. This was achieved through the development of a legally sound and research-based but user-friendly model for understanding and implementing Article 12 of the UNCRC. This model has been used by the Northern Ireland and Irish Children's Commissioner, Non-governmental organisations, other Higher Education Institutions, government departments and teachers to inform policy makers, practitioners and children and young people about the obligation to give children's views due weight in decision-making. The research model and the practical impact it has had has extended understanding beyond the traditionally used concept of the "voice of the child" or "pupil voice" by emphasizing the legal obligation to ensure that children's views have an influence on decision-making, with direct effects on policy and practice and also enabling government to fulfil its additional obligation under Article 42 of the UNCRC to ensure that the rights in the UNCRC are widely known among adults and children alike.
