A major element of the Welfare Reform Act 2012 is the introduction of Universal Credit, which is widely recognised as the most radical reform of the UK social security system since the 1942 Beveridge Report. Universal Credit will be rolled out nationally from October 2013 and affect the lives of millions of working age people. Universal Credit recipients who are working will be the main beneficiaries receiving more than under the previous Tax Credit arrangements (which are being abolished). Increased payments to claimants will amount to over £2bn with 3.1 million households benefiting (according to the government formal Impact Assessment). The work of the Social Policy Research Unit (SPRU) at the University of York (particularly the contribution of Sainsbury and Weston) has had a demonstrable impact on the development of the ideas and policies of both previous Labour administrations and the current Coalition government. Sainsbury's seminal ideas on the single working age benefit can be seen as having laid the foundations for Universal Credit.
Through engagement with government, parliamentary committees, individual parliamentarians, and the media, this research has generated impact which is both significant and far reaching. It has influenced substantive reform in parliamentary oversight of the intelligence and security agencies and contributed to proposals for House of Lords reform. It has also informed debates about various aspects of parliamentary reform by challenging prevailing assumptions, including through engagement with the media and by influencing the work of other groups with an interest in parliamentary reform, such as the Electoral Reform Society and the Equality and Human Rights Commission.
Research undertaken at the University of Manchester (UoM) confronts deficits in social policy in sub-Saharan Africa, emphasising the promotion of state capacities for the delivery of social welfare, The research has engaged with users (2003-present), and has contributed to demonstrable policy shifts towards strengthening social welfare systems. As a result, UNICEF, alongside donors such as USAID/ PEPFAR, are now placing an increased emphasis upon the importance of strengthening state social welfare systems, with less emphasis the on role of NGOs. The research also contributed to a renewed prioritisation on developing capacity for the implementation of social policy within the African Union Social Policy Framework (2008).
Louise Haagh has played a major role in putting alternative welfare and employment policy options on the mainstream agenda. Haagh's comparative empirical research on basic income (BI) provides support for an approach to welfare that gives citizens unconditional, universal economic entitlements and multiple opportunities, through education, work, and social care, to acquire the economic stability needed to help themselves. Haagh has promoted this approach through a portfolio of international engagement with policy makers, international organisations and NGOs: most notably, the Council of Europe's `Rights of People Experiencing Poverty' project and its major guide Living in Dignity in the 21st Century: Poverty, Human Rights and Democracy; and her work with the Government of Canada's National Council for Welfare.
Research by Professor Ruth Levitas (solely-authored and co-authored as indicated below) has transformed the definition and measurement of social exclusion and poverty in the UK and worldwide by national governments, the United Nations (UN), the Organisation for Economic Cooperation and Development (OECD) and the European Union (EU). It has also shaped the work of local actors in diverse contexts. It fed into the measurement of social exclusion in the 1999 Poverty and Social Exclusion (PSE) survey, which was distinguished by its incorporation of a social dimension into the measurement of social exclusion. Levitas took the lead role in developing the measurement of social exclusion in the 1999 PSE. Subsequent work involving Levitas on these issues was taken up by the UK Cabinet Office in 2006, resulting in the B-SEM (Bristol Social Exclusion Matrix) in 2007. The B-SEM forms the basis of the measurement of social exclusion in the 2012 PSE survey, the largest poverty survey ever undertaken in the UK. The impact of the 1999 PSE and the B-SEM has been global and profound since 2008 — nationally in the measurement of poverty and the use of direct indicators of material and social deprivation; and internationally in the measurement of both poverty and social exclusion. Public interest in the initial results of the 2012 PSE is indicative of the fact that the impact is continuing.
Professor Adam Tomkins of the University of Glasgow provides research-based evidence and advice to the House of Lords Select Committee on the Constitution, serving as one of their legal advisers since 2009 and, in that time, drafting reports on more than 30 Government Bills. His research has directly influenced law and policy, most markedly in two recent Acts of Parliament. Tomkins' research on the constitutional conventions of ministerial responsibility influenced a series of amendments to the Health and Social Care Act 2012; his research into national security and the due process of law proved critical, again resulting in several amendments, to the Justice and Security Act 2013.
Professor Sasse created, developed and delivered the user-centric perspective that now underpins security thinking in both corporate and public-sector domains. This perspective shaped the UK government's Identity Assurance Programme (IDAP), a federated identity solution that will provide access to all e-government services in the UK. HP has incorporated the compliance budget model into its Security Analytics product, which enables companies to calculate the impact of a given security mechanism on individual and corporate productivity. Sasse's work also underpins new and improved security products, including First Cyber Security's SOLID and Safe Shop Window tools, which protects over 70% of UK online shopping revenue; GrIDSure's one-time PIN system (now part of the SafeNet Authentication Service); and iProov's authentication service.
Work conducted at UEL in the area of secure software systems engineering has had impacts on both the private and public sectors, in the UK and abroad. Through its application to financial pre-employment screening it has enabled an award-winning UK company to improve its security processes and become a world leader with respect to secure systems in their sector. This has, in turn, allowed the company to develop a competitive advantage in the market and attract more and larger multinational clients. In the public service sector our work has enabled a Greek governmental department — the National Gazette — to analyse the security implications of fully automating their processes and identify security mechanisms that enhance the security of their new systems. This has improved their service delivery, with significant impacts on Greek society.
Research by Jeffery and McEwen on the relationship between nationalism and the welfare state has had two main impacts on the debate over Scotland's constitutional future. Firstly, the research has influenced the discourse and strategies of political elites in both the Scottish National Party and the Labour Party. Both have drawn on the research to mobilise support through invoking ideas about the relationship between `social citizenship,' `social union' and the welfare state, and its implications for Scottish devolution or independence. Secondly, the research has been drawn on by the cross-party Calman Commission on Scottish Devolution, notably to underpin its recommendations on financial accountability, which provided the basis for the 2012 Scotland Act.
Professor Mary Kaldor convened a study group that proposed a new human security doctrine for the European Union at the request of its High Representative for Common Foreign and Security Policy. This doctrine defined a new approach for EU involvement in situations requiring a security and defence response, with special attention to conflict and disaster in developing countries. It has influenced security and defence policy at the EU and country member levels, and has proved to dramatically reduce violence and contribute to peacekeeping efforts and a return to civil society when applied in conflict-ridden contexts such as Chad, Somalia, Iraq and Libya.
