Innovation and the private sector in inclusive African development

Summary of the impact

Open University (OU) research into private sector investment and innovation processes in Africa and their equity implications has achieved wide national and global reach. The research has had direct impact on the health and agriculture sectors and in innovation policy, leading to requests for further policy-oriented research, the inclusion of research results into policy and practitioner publications, and direct implementation into policy. It has contributed to the integration of health and industrial policies, and has generated new policy approaches to strengthen health innovation systems, including science capacity building. Through the major Research into Use programme, it has influenced policy processes to improve food security outcomes, and been instrumental in achieving a Digital Emmy award in 2011.

4: Impacts on Life Science Innovation and its Governance

Summary of the impact

Our research on life-science innovation, its regulation and governance has led to three systematic frameworks with which we conduct `action research' with decision-makers in government and companies: TARGET, which supports regional R&D policy-making; AGIT, which focuses on improving policy and the regulation of life-science innovation; and ALSIS, which allows decision-makers in companies systematically to work through the decisions they will need to make in innovation processes. Users of all three frameworks in both government and companies testify to the way in which they have led to improved decision-making. Our lead researcher, Tait, has applied insights from AGIT in high-level policy roles in areas such as synthetic biology and cell-based therapies, and others involved testify to the impact of her interventions. Other evidence of impact includes companies finding this research valuable enough to partner with us in it.

Governing science and technology responsibly

Summary of the impact

DU research into nanotechnology and geoengineering has used deliberative forms of public engagement involving focus groups with lay publics to explore the complexity of societal concerns about emerging technologies. The results of this research have made a major contribution to the development of a framework of responsible innovation. This framework has been applied to RCUK-funded research, where it led to the withdrawal of the UK's first field trial of a prospective geoengineering technology. This framework has had direct impact on European policy debate and on the UK's Engineering and Physical Science Research Council, which has begun to embed responsible innovation in an operational context.

Responsible Innovation: managing the responsible emergence of science and innovation in society

Summary of the impact

A Responsible Innovation Framework developed by Prof Owen is transforming how Research Councils and the Technology Strategy Board (TSB) fund and deliver programmes of science and innovation. The Framework recently became a central element of EPSRC's research policy. It has supported key governance decisions by EPSRC concerning the first, contentious UK field trial of climate engineering technology. It was embedded in EPSRC's Delivery Plan and Doctoral Training Centres, and TSB's Synthetic Biology Roadmap, Industrial Feasibility and Innovation and Knowledge Centre programmes. It has been an important input into a restructuring by the European Commission of the European Research Area, underpinning its Horizon 2020 Strategy and Innovation Union.

Shaping Regulatory Reform: Improving International Organisations’ Policies for Regulatory Impact Assessment and Promoting Appropriate International Learning about Regulation

Summary of the impact

Much contemporary government activity involves regulation of the economy and society. International organisations have increasingly promoted regulatory impact assessment as a tool to appraise the likely costs and benefits of regulations. Ground-breaking research by a team at the Centre for European Governance (CEG) has exposed the limitations of narrow economic approaches to regulatory impact assessment and regulatory reform. The research shows that impact assessment and regulatory measures need to be cast in their political and administrative context to operate effectively and to ensure appropriate cross-national learning about regulation. The main impacts have been:

  • Bringing in political-administrative context to change policy-makers' thinking and improve regulatory impact assessment policy in the Organisation for Economic Cooperation and Development (OECD) and World Bank as reflected in the guidance they distribute internationally to governments;
  • Improving the Netherlands Government's processes for learning about regulation from experiences in other countries;
  • Developing and applying new measures of regulatory performance in the OECD as reflected in the OECD's new framework for evaluating regulation.

Strengthening global regulatory capacity for nanomaterials risks

Summary of the impact

Dr Robert Falkner's research into international risk regulation for emerging technologies underpins the work of the Nanotechnology Policy and Regulation programme at LSE. On the basis of this work, Dr Falkner was tasked by the European Commission to lead the first ever comparative study of nanotechnologies regulation in the EU and US. This research has stimulated policy debates in the UK and Europe on how to strengthen regulatory capacity in the field of nanotechnologies. The research has highlighted, in particular, the importance of improved transparency about nanomaterials in consumer goods and supply chains. This research finding has influenced the conclusions of the first UK parliamentary enquiry into nanotechnologies regulation and has informed a recent shift in global policy debates towards comprehensive and mandatory nanomaterials registers.

Case Study 5: Overcoming regulatory impasse in stem cell research in Argentina

Summary of the impact

An AHRC and ESRC-funded Edinburgh research collaboration with the Argentinian Ministry of Science, Technology and Innovative Production (MOST), from 2007-2012, served as a key driver in the formation of regulatory structures, norms, knowledge and social understanding, helping to overcome state non-intervention in the regulation of regenerative medicine. As a direct result of engagement with the stakeholders in law/policy, medical and scientific communities, the research exposed a strong appetite for top-down legal intervention. This culminated in the first-ever model law presented by the MOST to the Argentine legislature (Congress) in 2013.

The regulation of commercial genetic testing

Summary of the impact

Hogarth and external collaborators at Cambridge have developed a regulatory model for the governance of commercial genetic testing in the EU that requires pre-market review of all new commercial genetic tests and greater public disclosure of clinical data about test performance. Drawing on this model they recommended a number of changes to the current European regulations. In 2012 the European Commission published a proposal for a new regulation on In Vitro Diagnostic (IVD) medical devices that incorporated most of the changes which they recommended be addressed in the revision of this regulation. Hogarth also helped the Human Genetics Commission to draft the first transnational guidance for the regulation of direct-to-consumer genetic testing services.

Summary of the impact

Research at the Centre for Business Research (CBR) contributed to the 2010 Hauser report, which advocated the establishment of Technology Innovation Centres (TICs), and played a central part in subsequent discussions and decisions about the realisation of the report into legislation. This led to the UK government announcing a £200m programme to establish these centres, subsequently termed Catapult Centres. To date, seven Catapult Centres have been established (cell therapy, digital economy, future cities, high value manufacturing, renewable energy, satellite applications and transport) and the policy is set to expand in two further areas, energy systems and diagnostics for medicine. In July 2013, a further £185m was committed to the programme. Private sector funds are intended to bring public and private funding together on the programme to over £1 billion in the next few years.

Regulating nanotechnology: shaping government strategy and industry standards

Summary of the impact

Nanotechnology is one of the world's fastest developing industrial sectors; as well as the economic significance of nanomaterials, they have potentially serious implications for health and the environment. Impact from research on governance and legal regulation of nanotechnology by a Cardiff Law School research team operating within the ESRC-Centre for Business Relationships, Accountability, Sustainability and Society (BRASS) has: shaped UK government nanotech strategy; decisively influenced industry and industrial standards; and reached across other States and international organisations. Research by the team has: demonstrated that existing regulation dealt poorly with nanotechnologies and the health/environmental risks they might pose; identified regulatory gaps; recommended the introduction of nano-specific guidance/standards; evaluated the need for a nanotech moratorium; and analysed social responsibility and performance of nanotechnology companies. This research has now been codified in the first British Standards Institution (BSI) Publicly Available Specification (PAS) on nanotechnology.
