Research into more accurate methods for measuring deprivation and `need' at the neighbourhood, `small area level', has led to older methods being abandoned. This has shaped government policy and practice, leading to the UK, local and central government changing where, geographically, to focus millions of pounds of spend. Our methods (Index of Multiple Deprivation (IMD) and Health Poverty Index (HPI)) are now used extensively in public, political and media discourses as the main reference point for any discussion of the distribution of need across the UK. The IMD has now also been adopted by the governments of South Africa, Nambia and Oman.
Statistical techniques developed at the University of Southampton have transformed the accuracy with which Census data can estimate the UK population's size and characteristics, delivering far-reaching socio-economic impact. The methodologies developed by Southampton have increased the accuracy and availability of the 2011 UK Census data, not only for the Office for National Statistics but for central government, local authorities, the NHS and the private sector, who all use the data as a basis for policy decisions. Preserving the privacy of the UK population, Southampton's work allowed, for the first time, the release of highly localised data, which is used by local authorities to target resources efficiently and meet the demands imposed by the Localism and Equality Acts.
Research by the University of Southampton has led to an entirely new approach to the creation and management of small geographical areas for the publication of official statistics, including those from the 2001 and 2011 UK Censuses and the Neighbourhood Statistics Service. The software at the heart of this transformation is now used in 10 countries, while the academics responsible for it have helped inform government decisions, are integral to the policy and practice of the Office of National Statistics and have presented evidence to various influential committees. The research continues to deliver benefits to a large user community.
Coombes' research to advance spatial-analysis methodology has re-defined Travel-to-Work Areas (TTWAs) — the only official UK boundaries defined by academics — and produced three distinct strands of impact.
The quality of estimates in the 2000s of immigration to local authority areas in England needed radical improvement. School of Geography (SoG) researchers Rees and Boden developed a method, based on administrative data including NHS Patient, National Insurance and Higher Education records, to improve the accuracy of immigration estimates. The research had a direct impact on the Office for National Statistics (ONS), which adopted and further developed the method for annual estimates of local immigration statistics. These are used as inputs to mid-year population estimates and projections, which play an important role in formulae for allocating funds to local authorities and health bodies.
Research at the Centre for Urban Policy Studies (CUPS) at the University of Manchester (UoM) has contributed significantly to the improvement and targeting of resources to deprived urban areas. Through the development of a matrix approach, this work has both informed and transformed the UK Government's `deprivation index', the measure used to direct resources to areas most in need. More recently, a functional typology for use in the classification of deprived neighbourhoods has been developed. This was subsequently used by central government, local authorities and city-regions to better inform the nature and scope of regeneration initiatives.
Jonathan Bradshaw and colleagues at York influenced UK and international measures of child poverty, child deprivation and child well-being. The multi-dimensional well-being measures have been adopted by UNICEF and the Organisation for Economic Co-operation and Development (OECD). The Office for National statistics (ONS) is now developing measures of child happiness based on our work.
Our research highlighted how badly children in Britain were doing. Informed by this evidence, a Government strategy was developed after 1999 and investment in children improved at least until 2010. As a result, child poverty and well-being improved in the UK. Our work contributed to moving the national and international discourse beyond a focus on income poverty.
Poor people define poverty to include a simultaneous lack of education, health, housing, mployment and income, among other factors. Recognising this, Sabina Alkire and James Foster developed an axiomatic methodology of measurement that incorporates multiple dimensions of poverty — the Alkire Foster method (AF). The AF method provides a robust, `open-source' measurement tool for policy-making. One key impact is an AF index covering 100+ countries, published annually in the UNDP's Human Development Reports. Another is national adoption by three governments and a multidimensional poverty peer network of 22 governments and agencies. The AF method is also incorporated into other internationally recognised well-being measures such as USAID's 19-country Women's Empowerment in Agriculture Index, and Bhutan's Gross National Happiness index.
Traditionally seaside towns have been one of the least understood of Britain's `problem areas'. Research by Beatty and Fothergill in the Centre for Regional Economic and Social Research (CRESR) has broken new ground by developing and applying methodologies to assemble systematic evidence on the population and economy of seaside towns, dispelling myths about their decline, providing more subtle view of trends around the coast, documenting economic growth as well as unemployment, and highlighting the diversity of local experience. Impact has been achieved through the dissemination of findings and the provision of advice and guidance to government, policy makers and politicians. The major beneficiaries of this research have been policy makers and politicians in central and local government.
Since 1999, researchers at the Department of Social Policy and Intervention (DSPI) have undertaken a programme of research to produce small area level indices of deprivation, in the UK and South Africa. These indices are widely used in these nations by central and local government, regional bodies, civil society, academics and others, to analyse patterns of deprivation, to identify areas that would benefit from special initiatives or programmes, and as a tool to determine eligibility for specific funding, enabling governments and other bodies to target their resources more effectively. The methodology developed for England was subsequently used to produce indices for the other countries in the UK, as well as South Africa, and is increasingly being applied elsewhere in Africa and Asia.
