University of Manchester (UoM) sociologists have responded to escalating policy interest in the cultural and creative industries as generators of social and economic value; developing a more complex analysis of the significance of these sectors for understanding social inequality. Through a distinctive form of `cultural class analysis' (CCA), three key impacts are generated. Firstly, co-producing the BBC `Great British Class Survey' (GBCS) as a major public sociology intervention on understandings of `class'. Secondly, influencing new market research frameworks. Thirdly, applying CCA within the cultural sector, challenging policy understandings of how class inequalities are bound up with cultural participation. In a period of austerity and sharply increasing social, cultural and economic inequality, these impacts have successfully provoked renewed media and public engagement with issues of class division.
The `Impacts 08' research programme was inherently, in and of itself, designed to impact upon policy-makers and practitioners by documenting the process of hosting major cultural events and providing robust evidence of their social, economic and cultural impact. Between 2006 and 2010 regular and easily accessible research based reports were shared with stakeholders and the public. The impact of the work is evidenced in the development of local, UK and EU policy on cultural regeneration and events. These policy developments have addressed approaches to funding, promoting and assessing the value of cultural events.
The research and evaluation work carried out on public art and cultural regeneration that took place in the School of Built Environment and Engineering at Leeds Metropolitan University (2003-2013) has resulted in the production of a range of public art strategies and plans for local authorities and government agencies and organisations. The work has involved extensive research and evaluation of a range of cultural and public art strategies at local, regional and national level in the UK. This research work has contributed to better informed public policy debate around the role of art and culture in the process of regeneration and the analysis of the extent to which public art can contribute to creating places that have strong social, cultural and visual vitality and sustainability.
Research undertaken by Professor John Holden of City University London on cultural diplomacy and cultural value has had a direct impact on cultural policy-makers both nationally and internationally. In the UK it has impacted specifically on the funding of cultural diplomacy activity and the operations of Arts Council England and the Department for Culture, Media and Sport. Internationally advice has been sought by politicians and cultural administrators around the world including the Chief Executive of the Ministry of Culture in New Zealand, Alberta's Minister of Culture and the Chairs of the main cultural organisations in Hong Kong. Through this, Holden has: (i) provided expert advice to governmental, third sector and private organisations in relation to cultural policy; (ii) influenced directly the thinking of senior government ministers in relation to arts and culture; (iii) proposed new ways of thinking about the methods and mechanisms by which culture and creative practice are supported through the distribution of public funds; (iv) contributed to the enhancement of frameworks supporting the creative industries, which in turn has aided economic prosperity for a range of individuals and organisations; and (v) helped creative industry professionals and those who support them to adapt to changing cultural values.
Rhythm Changes is Europe's largest ever jazz research project to date, examining the inherited traditions and practices of European jazz cultures, engaging audiences, performers, the creative industries and arts agencies in the collection, interpretation and sharing of cultural experiences, resources and data, demonstrating the following impact:
Professor Pratt's work on the conceptualisation, measurement and operationalization of the cultural and creative industries has had significant impact within the field of cultural and economic policy at the urban, regional, national and international levels. These ideas have been taken up and used by policy makers to identify the contribution of the cultural economy. Professor Pratt's work has been instrumental in devising the United Nations Educational, Scientific and Cultural Organisation (UNESCO) Framework for Cultural Statistics (2009), the United Nations Conference on Trade and Development (UNCTAD) Creative Economy Report (2010 and 2013), and the World Intellectual Property Organisation (WIPO) report on the economic and social consequences of copyright for the creative industries (2013).
Professor Stephen Ball has produced a series of highly provocative analyses of English education policy and the neo-liberal education concepts and practices that have taken root in an increasing number of countries. He has also raised awareness of the growing significance of international edu-businesses and philanthropists. His work has proved valuable not only to national and global teachers' organisations but to pressure groups and think tanks seeking to protect the state education system. Teachers have also derived comfort and insight from Ball's research as it allows them to gain a better understanding of the mundane but powerful managerial and market forces that influence how they work and relate to themselves.
Research by Professor Ruth Levitas (solely-authored and co-authored as indicated below) has transformed the definition and measurement of social exclusion and poverty in the UK and worldwide by national governments, the United Nations (UN), the Organisation for Economic Cooperation and Development (OECD) and the European Union (EU). It has also shaped the work of local actors in diverse contexts. It fed into the measurement of social exclusion in the 1999 Poverty and Social Exclusion (PSE) survey, which was distinguished by its incorporation of a social dimension into the measurement of social exclusion. Levitas took the lead role in developing the measurement of social exclusion in the 1999 PSE. Subsequent work involving Levitas on these issues was taken up by the UK Cabinet Office in 2006, resulting in the B-SEM (Bristol Social Exclusion Matrix) in 2007. The B-SEM forms the basis of the measurement of social exclusion in the 2012 PSE survey, the largest poverty survey ever undertaken in the UK. The impact of the 1999 PSE and the B-SEM has been global and profound since 2008 — nationally in the measurement of poverty and the use of direct indicators of material and social deprivation; and internationally in the measurement of both poverty and social exclusion. Public interest in the initial results of the 2012 PSE is indicative of the fact that the impact is continuing.
The research has explored the impact of welfare transformations on the activities of social workers on the frontline. A key concern has been to explore the gap between, on the one hand, social work ethical statements and the commitments of practitioners on entering the field and, on the other, the workplace reality of marketization, austerity driven cuts and a range of restrictions placed on workers by new regulatory regimes. The research explores the potential, internationally, for a new `engaged' social work practice that draws service users, carers, academics, and practitioners together in defence of good quality, value driven social work.
Joe Moran's research on the habits and spaces of everyday life in postwar Britain has deepened public understanding and promoted debate about those areas of our everyday lives that may generate little informed discussion or historical reflection because they seem mundane or routine; it has deconstructed popular memories and mythologies about daily life in the recent past; and it has promoted the value and relevance of cultural history and cultural studies to the public as a way of understanding their own lives. His work has reached a national audience through books, journalism, television and radio appearances and contributions to public events.
