Wildfire was barely recognised as a significant hazard in the UK prior to University of Manchester (UoM) research, that significantly changed stakeholders' and national policy-makers' awareness. This work on mapping and forecasting moorland wildfire risk has informed the Cabinet Office, and has demonstrated clear impact on fire preparedness planning in the Peak District National Park (where it is estimated that a large fire is potentially avoided each year). Following an ESRC-NERC seminar series (FIRES), the England and Wales Wildfire Forum (EWWF) was established, with EWWF persuading Government to further amend national policy on wildfire. This impact is ongoing, with DEFRA including wildfire in its `National Adaptation Programme', and the Cabinet Office recently including wildfire within the `National Risk Assessment' framework.
Our research provided the evidence to persuade companies to develop fire retardant formulations based on naturally occurring mixtures of hydromagnesite and huntite (HMH) that were more effective, cheaper, and greener than the market leader, aluminium hydroxide (ATH). Before the research started, in 2005, annual global sales of HMH as a fire retardant were less than [TEXT REMOVED FOR PUBLICATION] 000 tonnes. By 2012, sales had already doubled to [TEXT REMOVED FOR PUBLICATION] 000 tonnes (£[TEXT REMOVED FOR PUBLICATION] M) and continue to grow. LKAB minerals supply over 90% of the global market in HMH, and as a result of UCLan's fire retardant research, expect HMH to replace at least 25% of fine grade ATH within 5 years (increasing HMH sales to £[TEXT REMOVED FOR PUBLICATION] M). Not only is HMH a more effective fire retardant, it does not have the environmental problems associated with ATH.
In a project funded by the Ministry of Justice (MOJ), psychologists from the University of Kent investigated the effects of mandatory polygraph testing for UK sexual offenders released on licence. Their research demonstrated that this practice increased disclosure by sexual offenders. This led directly to a change in Government policy and delegated legislation under the Offender Management Act (2007). The resulting legislation will make it compulsory for sexual offenders in England and Wales to be polygraphed as part of their licence conditions from January 2014. The widely disseminated research findings also alerted professionals to the benefits of mandatory polygraph testing on sexual offenders, and generated significant public discussion.
The Steady State Tube Furnace (ISO/FDIS 19700) allows fire toxicity to be quantified in real fire conditions. This has led to the introduction of "acidity classification" for cables in the European Construction Products Directive/Regulation (2008/2013) (as a surrogate for fire toxicity) to promote the use of safer, low smoke, zero halogen (LSZH) alternatives to PVC cables. Additionally, architects and building specifiers can use our data to avoid the most toxic foam insulation materials in low energy buildings. The biggest impact of our work, the global reduction in loss of life in fire is probably the most difficult to quantify, as too many other factors influence the fire statistics.
Traditionally offender rehabilitation has been understood as a top-down process through which deficits are `corrected'. Maruna is the primary source of a `strengths-based' or `good lives' approach to rehabilitation. This is based on his research into how individuals successfully desist from crime of their own volition. The reach and significance of Maruna's research is demonstrated by surveys of those professionals involved in rehabilitation which suggest that this approach now underpins the practice of up to one quarter of treatment interventions internationally (McGrath et al 2010). The US Department of Justice (2011) has recently funded a $1.5 million pilot test of "desistance theory" explicitly "based on Maruna's trans-theoretical model" (see Section 5, below). This approach has also been widely adopted in England and Wales. As the Director responsible for commissioning all prison and probation services there comments: "I can with confidence say that research carried out by Shadd Maruna into desistance from crime has significantly impacted both policy and operational practice, ... and is shaping the culture and service delivery models of providers across all aspects of the offender services market" (Letter, Commissioning and Commercial Director NOMS, in QUB REF Archive, see Sect 5).
A research team at GCU, led by Professor Liz Gilchrist, exploring aspects of intimate partner violence (IPV) has had a significant impact on IPV practice. The research linked two traditionally conflicting approaches to IPV: the victim/survivor based research emphasising gender in IPV, and the forensic psychology approach focussing on characteristics and criminogenic need in offenders.This has significantly changed practice nationally and internationally, including leading to the development of parenting interventions for men convicted of IPV in Scotland; restructured interventions for victims and offenders in New Zealand and the assessment of dynamic factors for those accessing IPV programmes in Scotland.
The use of fire retardants is a requirement to reduce fire severity and deaths but is also controversial due to environmental (leaching) and health consequences of commonly used halogenated fire retardants. A novel methodology has been developed and validated in the Fire Safety Engineering Research and Technology centre (FireSERT), Built Environment Research Institute, for the prediction of large-scale burning behaviour of fire retarded polymers by combining small-scale (mg size) experiments with computer simulations of fire growth and toxicity. The research has been instrumental for companies in redesigning their products (fire doors and intumescent coatings) and is informing the development of EU regulations regarding the use and replacement of halogenated fire retardants. The research output has been published in leading journals, cited widely internationally and referenced by key organisations.
Enhanced public safety and transformation of structural design for fire has resulted from improved building design through ERPE researchers' development of new and unique design methodologies, frameworks and tools for analysing fire spread. Fire safety engineering research within ERPE has created an improved scientific understanding of the effect of fire on structures and materials. Structural and fire safety engineers across UK, EU, USA, Canada as well as those who are members of international fire safety bodies have subsequently implemented significant advances for the design of safer, more economical, sustainable, and architecturally innovative buildings.
ERPE research has thus assisted the design and construction of increasingly optimised, sustainable, and economical buildings globally with significant changes in building design and regulation, particularly during 2009-2013.
A better understanding of electronic monitoring (EM) and improvements and innovation in policy and practice have resulted from research conducted by Professor Anthea Hucklesby. An important question facing criminal justice policy makers and practitioners is how to increase compliance with community-based sanctions to improve their effectiveness as well as the confidence of the courts and the public. The research addresses this agenda by highlighting factors which influence offenders' compliance with EM curfew orders and by recommending ways in which compliance might be increased. The research reinforced government confidence that EM should be used widely and shaped the future direction of EM policy in England and Wales. The research also brought about changes in the operation of EM within G4S, resulted in the setting up of pilot projects, provided for a safer staff working environment and informed the work of Her Majesty's Inspectorate of Probation.
In just six years, research by the Sexual Offences, Crime and Misconduct Research Unit, conducted in conjunction with the Her Majesty's Prison Service and National Health Service Forensic Services, has produced key benefits for the management and treatment of offenders and the training of professionals within the prison service and NHS by:
(i) developing, evaluating and improving treatment interventions for high-risk sexual offenders; vital for successful rehabilitation and reducing recidivism;
(ii) research-based training to reduce corruption and professional misconduct;
(iii) identification of offenders at risk of suicide and other self-harming.
