Research conducted by Members of the Centre for Local and Regional Government Research (CLRGR) in Cardiff Business School (CBS) concerning the use of targets, performance indicators and external inspection to assess council performance and drive improvement in local services, has had a direct, significant and on-going impact on government policies in England and Scotland. In England, the research informed the Labour Government's decision to reduce the number of national performance indicators. It was also used by the Conservative Party in developing its 2010 manifesto commitment to reduce local government inspections and informed the local government policies implemented by the Coalition Government. In Scotland, the research directly influenced the design of a new inspection methodology introduced by Audit Scotland in 2009.
The Local Governance Research Unit (LGRU) undertook a Knowledge Transfer Partnership (KTP) with the Association for Public Service Excellence (APSE), a not-for-profit local government association that provides policy and operational advice to over 300 councils. This partnership informed APSE's strategic policy review, co-producing a new model of the Ensuring Council, which was adopted by its national council, and used to brand and position APSE within local government. Seven evidence-based policy tools were created through the partnership and taken up and used by APSE for consultancy and membership services. Externally, APSE used these outputs to increase its influence over national policy.
This case study centres on research, which had an impact on a major piece of local government legislation. The research was a comparative study of the Local Integrity Systems (LIS) of England, Scotland and Wales. The research was commissioned by Standards for England as part of its 2010 strategic review, which was used by the Department of Communities and Local Government (DCLG) in the creation of the Localism Act 2011. This Act fundamentally altered the English local integrity framework. The research has subsequently been used by major national research projects in corruption in local government.
Research by the Oxford Public Policy Group addresses a widespread concern among governments, international organisations, and NGOs that the pervasive use of targets and performance indicators in public service management can have important distortive effects. The group's work clarifies the different effects and shortcomings of performance indicators and develops a pioneering approach to assess their reliability. The research has been influential in generating better informed approaches to the use of indicators and targets in public service management — in the UK and by international institutions — and has shaped the wider policy and public debate.
Research undertaken in Geography and Earth Sciences at Aberystwyth University has directly led to changes in the powers and regulatory structures of parish, town and community councils in England and Wales, through legislation (Local Government (Wales) Measure 2011), and to new guidance and modifications to the Quality Parish and Town Council Scheme in England. These changes have empowered parish, town and community councils to play a greater role in service delivery and community development; promoted wider citizen engagement in community governance; and increased the democratic accountability of local councils.
This case study focuses on the impact of our research on the Welsh Government's policy and delivery of national flagship programmes for sport and physical activity. The evaluation of a pilot study of the Active Young People secondary school sport intervention informed the implementation and `roll-out' of the pan-Wales 5x60 physical activity programme to 218 schools by 2009. The evaluation of the pan-Wales Free Swimming Initiative resulted in revised policy objectives for sustainable sports development in Wales, and influenced the type of public swimming opportunities that exist, improved their availability, and increased the extent of engagement with them.
Research conducted at the University of Bath has helped in the design and implementation of effective service recovery interventions, leading to improvements in the delivery of public services. The research has addressed an on-going question for changes to service delivery: what can be done by central government when it determines that local government performance is unacceptable? The findings of a detailed empirical study of English and Welsh central government interventions led to a typology of intervention options designed to guide actions based on the type of problem and the improvement capability available. Recommendations from the research have led to improvements in the effectiveness of Welsh Government interventions when local government service delivery is (or is at risk of) failing. The research has established a set of pragmatic operating principles for all Welsh Government interventions with corresponding benefits for policy makers, practitioners, communities and citizens.
This research addresses the long-recognised need for the development of collaborative research to develop shared understandings across professional groupings in local authorities. It has had major impact on policy and decision making at strategic and operational levels on the development and management of inter-professional partnerships in local authorities and public service agencies in the North West of England. It has also enabled substantial financial savings by improving decision making through developing inter-professional management strategies, and led to the growth of an international network of scholars through a Special Interest Group of the American Educational Research Association (AERA) and the development of two research scholarships in conjunction with Cheshire Fire and Rescue Service and two Academy Schools in Cheshire and Merseyside.
The 2000 Freedom of Information Act was the subject of post-legislative scrutiny by the Ministry of Justice and the Commons Justice Committee in 2011 and 2012. Both the Ministry and the Justice Committee drew heavily on work by Professor Robert Hazell and colleagues in the Constitution Unit at UCL. The Unit developed the conceptual approach to evaluate the impact of FOI, and provided much of the evidence base. The evidence contributed to the decision that, despite pressure from senior political and Whitehall figures, the Act would not be significantly amended.
Alliance research has driven forward a radically different, prevention-based approach to homelessness, internationally. Good practice guidance for Government contributed to a steep decline in `statutory homelessness' in England in the late 2000s (48% in the period 2006-2009) and directly led to the establishment of a national government framework for monitoring homelessness prevention activity. The same study influenced the Federal Governments of Australia and the US and influenced guidance by the US National Alliance to End Homelessness. The Joseph Rowntree Foundation has said of work on multiple exclusion homelessness "its impact on thinking and on practice cannot be over stated". The research has re-shaped the national strategic approach to homelessness prevention in England, is a key underpinning of LankellyChase's new £5M per annum investment strategy and has been used by stakeholders globally, including the European Federation of National Organisations Working with the Homeless and the Council to Homeless Persons in Australia.
