The Countryside and Community Research Institute (CCRI) has undertaken research providing a sustained contribution to understanding beneficiary-focused EU and UK rural development (RD) policies. This used novel, context-sensitive and mixed-method evaluation techniques to capture complex, systemic impacts and diagnose causal linkages between design and delivery, and policy performance. In so doing it has generated direct impacts in improved RD policy making and evaluation. The research has influenced restructuring in EU policy frameworks for RD and changed England's upland policy. By increasing policymakers' understanding of farm-level behaviours and responses to agri-environmental policy goals, CCRI's research has stimulated better-communicated and integrated advisory approaches.
The research findings improved the comparative evidence base used by policy makers, providers and advocacy organisations when designing and delivering contracted out welfare to work programmes in the UK, including the development of service user safeguards implemented through the Department of Work and Pensions `Commissioning Strategy' and Work Programme (which will cater for over 3 million unemployed participants between 2011 and 2016). The research findings have also had a wider impact in informing policy makers, providers and user groups in other countries that have introduced or are introducing such contracting systems.
Sure Start, the flagship New Labour anti-poverty initiative launched in 1999, was an area-based early intervention targeting pockets of social and economic deprivation in England. The multi- disciplinary National Evaluation of Sure Start (NESS), to which Professor Angela Anning was the central educational contributor, was the largest social science evaluation contract ever awarded in the UK. Findings were continually fed back to ministers and civil servants to inform policy and practice. Impacts (discussed below, section 4) include:
(1) systemic changes in integrated services for vulnerable families;
(2) rethinking the resourcing and funding of Children's Centres;
(3) revision of training and qualifications of early childhood staff;
(4) enhancing the role of family support and parenting projects.
Because corruption involves illegal activities of public officials, data about the scale and objects of bribery is not readily available. Without such evidence, policymakers are handicapped in identifying points for effective intervention. Rose's survey research on post-Communist countries developed innovative measures to monitor the payment of bribes by citizens for public services. Transparency International (TI) is the world's leading non-governmental organisation campaigning against corruption, and it has incorporated the survey methodology in its key research tool, the Global Corruption Barometer (GCB). From 2008 to 2013 Transparency International has conducted three major rounds of Global Corruption Barometer surveys that interviewed upwards of 450,000 people in more than 110 countries on every continent. Results have been disseminated worldwide through the 90 national chapters of Transparency International. Rose's expertise in sampling has also been used to improve value-for-money expenditure on GCB surveys in the many developing countries it covers.
This case study focuses on the impact of research undertaken within the European Research Centre (ERC) and the Centre for the Study of International Governance at Loughborough University between 1993 and 2009, primarily by Professor Linda Hantrais (1993-2008 and now Emeritus). The impact of the research has been created through high quality cross-national socio-demographic analysis which has underpinned policy formation and delivery at the European and national levels, with particular reference to social policy, citizenship and family policy. It has had a substantial further impact by generating advances in international comparative research methods and training.
McNay's work is at the boundaries between HEIs and their environment: policy analysis, particularly of Access and, here, Research Quality Assessment, and the impact on internal strategies; and organisational analysis and the way internal cultures and processes are conditioned by external influences. His conceptual model of cultures is used by professionals worldwide to evaluate and improve leadership and management and introduce change. RAE impact analysis has influenced policy (eg on the teaching /research nexus) in the UK and elsewhere) and staff behaviour. It was a factor leading to adjustment of later exercises towards profiling, consistency of criteria and impact
A theme within Professor David Mosse's anthropological research focuses on the relationship between policy, practice and effects in international development. His field-based ethnographic research challenges assumptions about policy implementation and the nature of success and failure in aid programming. His novel approach to questions of policy analysis and policy change has been widely influential on thinking among policymakers and practitioners across a range of organisations, sectors and countries. It has enhanced the capacity for adaptive self-critical understanding of the aid process among practitioners and aid organisations, while also demonstrating the importance of researcher-practitioner engagement in improving the delivery of aid and development programmes.
Research on the management and implementation of EU Cohesion policy has informed the legislative proposals made in 2011 by the European Commission for the reform of Cohesion policy. It has also influenced some organisational changes within the Commission introduced in early 2013. EU Cohesion policy is the second largest area of expenditure in the EU budget, currently worth c. €347bn for the 2007-13 period, and provides funding for regional socio-economic development programmes in all EU Member States. The legislative proposals influenced by the Strathclyde research affect every national, regional and local authority in the EU benefiting from EU Structural and Cohesion Funds.
This research addresses the long-recognised need for the development of collaborative research to develop shared understandings across professional groupings in local authorities. It has had major impact on policy and decision making at strategic and operational levels on the development and management of inter-professional partnerships in local authorities and public service agencies in the North West of England. It has also enabled substantial financial savings by improving decision making through developing inter-professional management strategies, and led to the growth of an international network of scholars through a Special Interest Group of the American Educational Research Association (AERA) and the development of two research scholarships in conjunction with Cheshire Fire and Rescue Service and two Academy Schools in Cheshire and Merseyside.
University of Glasgow research into public sector governance has influenced planning and investment in major transport and infrastructure projects. Transport Scotland's Strategic Transport Projects Review was the first nationwide, multi-modal, evidence based review of Scotland's transport system; as a member of the Board, Professor Iain Docherty contributed to its recommendations, adopted by the Scottish Government in December 2008. His research also shaped the Commission for Integrated Transport's negotiations with the Westminster Government on the White Paper which underpinned the Planning Bill 2008 and subsequent Planning Act 2009; informed the Cabinet Office's 2009 Urban Transport strategy and recommendations; and influenced 2012 investment planning discussions by Edinburgh City Council.
