The Centre for Citizenship, Globalisation and Governance (C2G2) at the University of Southampton is at the forefront of increasingly important policy and practice considerations about how to enhance civic behaviour using forms of intervention beyond legislation and taxation. Its research in this field has influenced the UK government's approach to the concept of the Big Society and has helped shape the broader debate on how nudging behaviour change can reshape public service delivery. Through media exposure and engagement in high-level interactions with policymakers, the researchers at Southampton have framed the thinking of governments at all levels, think-tanks and voluntary associations both in the UK and internationally.
Award-winning and ESRC-funded research by Professor Matthew Flinders and Professor Colin Hay into political participation and public engagement has led not only to direct and on-going changes within the political system (notably in relation to the operation and governance of parliamentary select committees) but has also delivered wider impact through the promotion of a major public debate — embracing several million people within and beyond the UK — concerning the need to understand and defend the essence of democratic politics. Additional impact has been delivered on parliamentary outreach both in the UK and internationally through the development with the Houses of Parliament of partnership-based teaching of politics. The breadth and depth of this public scholarship has been recognised through a range of awards and prizes (including the Political Studies Association's Political Communicator of the Year prize and an ESRC Impact Prize).
There is strong policy interest in more effective ways to increase citizen engagement, including time contributions and the donation of goods. Research undertaken at the University of Manchester (UoM) has stimulated debate around localism and the `Big Society', directly influencing central and local government policy. Specifically, the research has shaped debates on the role of `nudge' mechanisms in the generation of the `civic goods' that underpin effective public service delivery, with impact demonstrated in two ways. Firstly, documenting and mobilising civic participation (volunteering and donations) through the use of innovative field experiments, including Randomised Controlled Trials (RCTs). Secondly, demonstrating an influence on policymakers through clear illustrations of the rigorous and scalable methodologies that underpin the research.
Adrian Leftwich's work has made a decisive contribution to changing the way that decision-makers understand `politics' in development policy and practice. Specifically, Leftwich contributed to a step change in the UK Department for International Development's (DfID) approach to the governance agenda, from a narrow technocratic focus on administrative capacity—formal structures and rules—to a much broader conceptualisation of governance as a political process. His `thinking and working politically' framework, encompassing leadership, coalitions and political economy analysis, has shaped the thinking, not only of DfID, but also the Australian Agency for International Development (AusAID) and major international NGOs.
Professor Stears' research addresses a widespread concern that modern political parties are increasingly disconnected from traditions of democratic participation, with adverse consequences for political engagement and the wider quality of democracy. His research develops strategies to recover and reanimate twentieth-century traditions of participatory democracy in present day politics. The work has (1) contributed to outlining a new democratic agenda for the British Left, (2) shaped a reorientation of the policy agenda of the Institute for Public Policy Research, one of Britain's leading think tanks (3) influenced discussions in the Labour Party, especially Ed Miliband's `One Nation project', and (4) informed the on-going Collins Review of the Labour Party's organisational structure. The significance of Stears' research impacts is evidenced by his appointment as Ed Miliband's Chief Speechwriter in May 2013.
This case study encompasses research carried out within the participation and representation research group. It reflects a body of research on elected bodies at UK, devolved and local tiers, which has taken place within the School over the past twenty years. Among other things it has: provided the principal body of data collection and analysis on Scottish local elections; influenced debates on the (lack of) diversity of representatives, particularly women; and fed into debates about stimulating voting and enhancing political literacy. The research continues to develop and have an impact, for example with recent work on citizenship and political education and the role of public petitions in elected bodies.
Research undertaken by Monro from the Centre for Research in the Social Sciences (CRISS) into the continuing marginalisation of lesbian, gay, bisexual and transgender (LGBT) people has influenced UK and international policymaking and practice. Addressing key issues concerning relationships between LGBT people and state institutions, the research findings have helped to shape the development of practice in central government departments, local authorities, housing associations, healthcare and community organisations and voluntary sector associations. This impact has resulted in improvement to the material and social conditions of LGBT people, enhancing their ability to contribute to society and the economy, in line with the EU Horizon 2020 theme of promoting inclusive, innovative and reflective societies. The case study provides evidence that the research has raised awareness about LGBT issues. This cultural shift is crucial to improving the life experiences and economic productivity of LGBT people, given the lack of understanding that they commonly face, and the negative impacts on their wellbeing of prejudice and social erasure.
Research undertaken in Geography and Earth Sciences at Aberystwyth University has directly led to changes in the powers and regulatory structures of parish, town and community councils in England and Wales, through legislation (Local Government (Wales) Measure 2011), and to new guidance and modifications to the Quality Parish and Town Council Scheme in England. These changes have empowered parish, town and community councils to play a greater role in service delivery and community development; promoted wider citizen engagement in community governance; and increased the democratic accountability of local councils.
