This case study describes the impact of research on improving employment outcomes for disadvantaged groups by influencing Government policy on employability. The case study focuses on the contribution to national employment policy from research conducted by the Employment Research Institute (ERI) at Edinburgh Napier University. Impacts outlined in this case study describe research that has been applied in the public policy field to address the issue of improving employment outcomes for those with complex barriers to employment.
Over 3 million UK children live in poverty. Ridge's research has shown that understanding the impact and experience of poverty from the child's perspective is essential for developing effective policies and services to improve children's lives. Through strong, close and enduring relations with policy makers and advocacy groups, her research and knowledge exchange have directly influenced national and local government policies for low-income children. Policy-makers now listen to children's perspectives as they develop policy, incorporating statutory consultation with children into key initiatives such as the Child Poverty Strategy. This has significantly improved the quality of life of children and families in poverty.
Southampton based research on the interactions of a minimum wage policy and tax evasion has had a direct and clearly acknowledged impact on shaping the labour market policies of Hungary and other Southern European countries, while its research on the role of universal versus targeted benefits on employment has had a significant impact on Swedish fiscal policy. Looking at labour market policies in a broader context and from a behavioural economics point of view (e.g. payroll giving), our findings on charitable giving and workers' motivation have also been used by the UK government's Behavioural Insights Team and impacted its recommendations on giving. The same research is currently influencing US policy on the tax treatment of charitable contributions.
The impact of this research has been achieved through developing evidence-based recommendations for personal advisers in Jobcentre Plus — the UK's one-stop service for administering state benefits and helping claimants into work. By opening the `black box' of adviser- claimant interviews for the first time, the study produced the following key impacts:

Funded by JRF and ESRC, a long-term series of qualitative studies with residents of very deprived neighbourhoods in Teesside has reached important conclusions about the realities of worklessness and poverty. Many of these run counter to prevailing thinking amongst politicians, policy makers and practitioners. Thus, the research has been used to influence the thinking and the practices of organisations (nationally and regionally) that seek to tackle problems of poverty and worklessness. The research has informed political debate in the UK and EU and has been used nationally and regionally to improve the way that problems of worklessness, poverty and `the low-pay cycle' are understood and responded to. Impact has come about as a consequence of the academic profile and reputation of the underpinning research and a subsequent planned and concerted set of dissemination, public engagement and knowledge exchange activities.
Research by Professor Ian Cunningham and Professor Dennis Nickson has influenced policy and practice with regard to a range of employment relations issues in the voluntary sector. Sector-level lead bodies, such as the Coalition of Care and Support Providers Scotland (CCPS) and individual trade unions (e.g. Unison and UNITE) and union confederations such as the Scottish Trade Union Congress (STUC) have adopted the research results and recommendations to campaign and influence public policy. The research has enabled Unison to establish a separate 'service group' (a term used to describe the union's key industrial sector). Research work on re-tendering in the voluntary social care sector (VSSC) has also been a key influence for the Scottish Government according to the Director of the CCPS, resulting in the formulation of specific guidance on social care procurement. Some research findings are cited in an influential report that has resulted in the establishment of a Scottish Government National Steering Group on joint strategic commissioning. The research on the impact of recession on VSSC has also led to joint lobbying between the STUC and employer organisations to campaign on worker terms and conditions, and training.
European employment research at Manchester Business School's European Work and Employment Research Centre (EWERC) has had a significant impact on international policymaking bodies, specifically the European Commission (EC), the European Trade Union Confederation (ETUC) and the International Labour Organisation (ILO). Demonstrated policy impact includes: the defining and strengthening of a gender mainstreaming and gender pay policy in Europe; technical improvements in the European Commission's approach to the European Employment Strategy (EES) (which all EU member states are required to report on and implement); and greater precision (regarding up-to-date data and the functioning of labour market institutions) in EC and ILO policy recommendations on low wage work, minimum wages and regulation for decent work.
In a continuing policy focus on the family, both the current coalition government and its Labour predecessor have emphasised the value of re-integrating fathers into the family unit. For over 20 years our research has helped the UK government understand the role and importance of fathers to children's development. We have made concrete recommendations about the focus (i.e., the what and how) of initiatives designed to promote fathering. Our impact includes a tenfold increase in funding for work with fathers in Children's Centres and the pivotal influence of one study in parental responsibility granted to over two million unmarried fathers.
Louise Haagh has played a major role in putting alternative welfare and employment policy options on the mainstream agenda. Haagh's comparative empirical research on basic income (BI) provides support for an approach to welfare that gives citizens unconditional, universal economic entitlements and multiple opportunities, through education, work, and social care, to acquire the economic stability needed to help themselves. Haagh has promoted this approach through a portfolio of international engagement with policy makers, international organisations and NGOs: most notably, the Council of Europe's `Rights of People Experiencing Poverty' project and its major guide Living in Dignity in the 21st Century: Poverty, Human Rights and Democracy; and her work with the Government of Canada's National Council for Welfare.
In Bangladesh, 50 million people live in poverty and around 28 million live in extreme poverty. To date, development agencies have focussed almost exclusively on the needs of the poor and ignored those of the extreme poor. Building on years of poverty research in Bangladesh, researchers at the University of Bath have played a key role designing and then developing a £65 million programme, which is the country's first national scale initiative focusing exclusively on extreme poverty. Impacts from the programme include improving the livelihoods of one million extreme poor people; helping NGOs design innovative programmes for the extreme poor; and embedding the discourse around extreme poverty in the polity.
