Summary of the impact

Research and knowledge exchange led by Prof. Jefferies in sustainable urban drainage systems (SUDS) has driven the design and integration of SUDS into urban environments, into urban planning and everyday practice in the UK, Europe and worldwide. This research has contributed to the development of policies and established guidelines that have informed the set-up of operational and monitoring systems and the reduction of a training manual which is impacting widely on the sector (downloaded >40.000 times). Evidence gathered through this research has supported drainage policy nationally and now underpins important parts of urban infrastructure, improving environments and their resilience to flooding.

Bridging the gap between policy and regulation: new assessment tools for implementing the EU Water Framework Directive

Summary of the impact

Research by Rowan and ERG colleagues Black, Bragg, Cutler, Duck has addressed the science and policy challenges faced by statutory authorities meeting their duty to implement the EU Water Framework Directive (WFD) 2000. Assessing the sensitivity of aquatic systems to physical, chemical and biological pressures is the central theme, and through a series of commissioned projects funded by UK environment and conservation agencies, the research has:

  • Developed new assessment tools used by statutory regulators to characterise the degree of flow alteration and physical modification to rivers and lakes;
  • Developed the lake habitat survey (LHS) method, complete with accreditation programme, incorporated as best-practice in a CEN European Guidance Standard;
  • Been translated directly into legally-binding and currently used environmental standards across the UK and Ireland (through new enabling legislation);
  • Informed regulatory practices across Europe, particularly in Italy, Poland, France, Norway, Serbia and Montenegro.

Research for the Environment Agency to counter EU infraction proceedings against the UK Government relating to the alleged eutrophication of estuaries including the Humber

Summary of the impact

In 2008-2009 the UK was subject to legal infraction proceedings at the European Court of Justice (ECJ) for allegedly failing to implement the European Union's Urban Waste-water Treatment Directive (UWWTD). Research by the Institute of Estuarine and Coastal Studies, Hull (IECS) for the Environment Agency (EA)/Defra provided evidence to the UK Government for its defence against these allegations. The research consisted of:

- literature/data reviews and collection and analysis of critical evidence from the Humber.

- co-ordinating workshops and convening an expert panel of sufficient authoritative academic opinion to counteract the European Court of Justice allegations.

In December 2009 the European Court of Justice ruled in favour of the UK. Our research therefore helped to save very significant, unnecessary capital investment in nutrient removal technology for sewage treatment nationally and in the Yorkshire and Humber region especially. The UK government thus avoided the possibility of major European Commission fines of up to €703,000 per day, or €256m per annum, for infraction of the Urban Water-water Treatment Directive [1].

Assessment, restoration and management of urban rivers

Summary of the impact

Angela Gurnell's research on the geomorphology, hydrology and plant ecology of urban water courses has led to the development of important new tools for the biophysical assessment and improved management of urban rivers. Known as the Urban River Survey (URS), these tools are accessed by the Environment Agency and River Trusts across London, and their application is supported with workshops and guidance provided by Gurnell and her team. The URS has been used to deliver morphological quality indicators for rivers across London; to appraise river restoration schemes; to develop catchment management plans; and to assess long-term changes in rivers. It is currently being developed to quantify and set targets for river improvement schemes in relation to their impact on river ecosystem services. Gurnell's work has made a distinct contribution to urban river improvements in Britain and Europe, particularly through her leadership in developing a European framework for assessing hydromorphology.

Changing Water Policy in the Republic of Ireland

Summary of the impact

Research undertaken by Professor Phil Jordan on nutrient pollution from land to waters has led to significant changes in government policy and in expectations for Water Framework Directive (WFD) and Waste Directive (WD) compliance in Ireland. The WFD is European wide legislation requiring that all water-bodies should be of at least good ecological status by 2015. His research has provided unequivocal scientific evidence that bio-physical lag times preclude the achievement of WFD water quality targets from diffuse source pollution by 2015. This has led to targets for good water quality in all River Basin Management Plans being extended without threat of European fines. Further, inclusion of Jordan's research on the specific environmental risk of rural point source pollution in assessments of septic tank system risk has resulted in the overturning of a European Court ruling under the Waste Directive, and the consequent lifting of daily fines of €19,000.

Case 6 - Improving national surface water quality using an urban non-point pollution model and supporting database

Summary of the impact

Surface water runoff in urban areas makes a significant contribution to pollution of lakes and rivers, but historically is poorly addressed in catchment models. The School of Geography (SoG) developed a Geographic Information System (GIS) model and supporting database to quantify urban source area loadings of 18 common and priority pollutants. This knowledge improves catchment models and supports impact assessment and mitigation planning by environment managers. The research has been exploited on behalf of the Department for Energy, Food and Rural Affairs (DEFRA), the Welsh Assembly, and the UK water industry (UK Water Industry Research — UKWIR, and United Utilities). The research has had three distinct impacts: 1) its use addressing EU Water Framework Directive obligations; 2) its on-going influence on construction industry guidance; and 3) the commercialisation of its stormwater pollutant coefficient database for Sustainable Urban Drainage Systems (SUDS) planning software.

Improving understanding and changing protocols for the rescue & resuscitation of immersion victims

Summary of the impact

Internationally, immersion is a leading cause of accidental death and the leading cause of death of sportspeople (221 of the 635 UK immersion deaths in 2012 were sports-related). The Extreme Environmental Medicine & Science Research Group (EEMSRG) publishes widely, from scientific papers to specific reports for a wide range of international end-users, including various emergency services. Our research has had global impact on (i) The protection, rescue and treatment of immersion casualties, (ii) International standards, guidelines, policies, campaigns and training manuals of those responsible for the protection, rescue and resuscitation of casualties, (iii) Raised public awareness of immersion issues.

The Safety of Nanotechnology in Fisheries and Aquaculture

Summary of the impact

Research on the environmental safety and toxicity of nanomaterials in fishes has had a global impact across both government and industry contributing to:

(i) Consensus building on biological effects allowing regulatory agencies/governments to make proper decisions on the hazard of nanomaterials to farmed fish and wildlife.

(ii) Critical evaluation of the internationally agreed process of toxicity testing to determine whether the current legislative test methods are fit for purpose and acceptable to the aquaculture industry.

(iii) Identification of national/international research priorities and policies via work with the OECD and the US Government.

(iv) Influencing government policy to support training and information for industry.

Assessing the Hull Floods of 2007: establishing future flood management and protection strategies for the UK and the region

Summary of the impact

Exceptional rainfall in June 2007 lead to widespread flood damage in the UK; Hull was particularly badly affected with 8600 houses and 1300 businesses flooded, the closure of schools and cancellation of many events. At the instigation of the City Council, Hull University geographers produced two influential reports that explained how and why the flooding happened and what might be done to improve flood readiness for the future.

The reports had impact at a national scale. They fed into the findings of the House of Commons Select Committee on Environment, Food and Rural Affairs (published 7 May 2008) and the Pitt Report (a Government Independent Review, published 25 June 2008), which were both tasked with addressing the summer 2007 floods. Significant elements of `The Flood and Water Management Act' (2010), which was enacted subsequently, were informed by our research.

The reports also impacted at the regional scale. Their findings were adopted by Hull City Council, the Environment Agency and Yorkshire Water. Therefore, our research also shaped several practical strategies to improve flood prevention policies and minimise danger, damage, distress and expense in future floods.

Pollinator conservation: impact on government policy and public practices – 1996 to 2013

Summary of the impact

The decline of bees, hoverflies, and other pollinators has been widely described as a "pollination crisis" (e.g. Progress Report of FAO on the Implementation of the International Pollinators Initiative - September 2012) which could have profound effects on both food security, and wild plant populations and the ecosystem services they support. Research by Professor Jeff Ollerton and colleagues into the ecology and diversity of plant-pollinator interactions has: (a) provided a scientific evidence base that has influenced national and international policies relating to the conservation of pollinator populations; (b) raised national and international public awareness of the subject of pollinator conservation; and (c) led to positive changes in UK gardening practices.
