Thousands of poor rural workers from 11 island states in the Pacific have benefited from the findings of twin research programmes led by Alan Winters of the University of Sussex — one on small island economies and one on the temporary mobility of labour. New Zealand's Recognised Seasonal Employers Scheme (RSE), which welcomes workers from poor Pacific Islands for the agricultural season, is a direct outcome of his research. Winters was also instrumental in designing and implementing the RSE in a way that permitted formal evaluation and which has become an exemplar of good practice. The evaluation shows that households in Vanuatu and Tonga benefiting from the scheme have experienced average increases in income of 35-40 per cent.
The RSE has been described by World Bank staff as `among the most effective development projects ever evaluated'. Persuaded by the positive evaluation, the Australian government has overcome longstanding reservations and introduced a nearly identical scheme, which is potentially much larger. The RSE also inspired the imaginative US response to the 2010 earthquake in Haiti, providing 1,000 temporary visas for unskilled Haitian workers. And Winters' research on temporary labour mobility and the RSE underpins developing countries' efforts to start serious negotiations on the issue in the WTO's Doha Round of trade negotiations.
The WinBUGS software (and now OpenBUGS software), developed initially at Cambridge from 1989-1996 and then further at Imperial from 1996-2007, has made practical MCMC Bayesian methods readily available to applied statisticians and data analysts. The software has been instrumental in facilitating routine Bayesian analysis of a vast range of complex statistical problems covering a wide spectrum of application areas, and over 20 years after its inception, it remains the leading software tool for applied Bayesian analysis among both academic and non-academic communities internationally. WinBUGS had over 30,000 registered users as of 2009 (the software is now open-source and users are no longer required to register) and a Google search on the term `WinBUGS' returns over 205,000 hits (over 42,000 of which are since 2008) with applications as diverse as astrostatistics, solar radiation modelling, fish stock assessments, credit risk assessment, production of disease maps and atlases, drug development and healthcare provider profiling.
Dr Kneller's research on cognitive performance under challenging circumstances demonstrates impact in two areas:
1) Informing practice in diving. Kneller's research has demonstrated the effects of nitrogen narcosis on memory, and how anxiety may compound its severity. This has implications for recreational, commercial and military diving and has been recognized by diving industry sources.
2) Improving eyewitness identification within the context of crimes. Kneller's research has informed practice in the process of eyewitness identification for victims of crime. Her findings have impacted on policing practice in terms of how suspect line-ups are conducted and her expertise recognized within practitioner circles.
The research examines how the use of norms and standards of human rights and equality law are used to measure human rights performance through `human rights and equality impact assessment'. The work has been directly used by the UN Office of the High Commissioner for Human Rights (Pacific and Geneva), the UN Special Rapporteur on the Right to Food, the Canadian Government, and the Scottish Human Rights Commission (SHRC), and has been influential both in developing and in changing policy. It has also been used by a wide range of civil society organisations in the UK, Europe, Pacific, India and Canada, and has informed debates at all levels of government.
Research conducted by the Centre for the Study of Poverty and Social Justice (CSPSJ) led to a new way of assessing child poverty in developing countries. This novel method (termed the Bristol Approach) resulted in the United Nations General Assembly's adoption, for the first time, of an international definition of child poverty (2006). It also underpinned UNICEFs Global Study on Child Poverty and Disparities (2008-10), which was run in over 50 countries. In the last ten years, the CSPSJ's work has put child poverty at the centre of international social and public policy debates. Its researchers have advised governments and international agencies on devising anti-poverty strategies and programmes that specifically meet the needs of children, and have significantly influenced the way child poverty is studied around the world. The Centre has developed academic and professional training courses for organisations like UNICEF on the issues of children's rights and child-poverty. Our work has also spurred NGOs such as Save the Children to develop their own child-development indices, and so has had a direct and profound impact on the lives of poor children around the planet.
Malaria kills around 650,000 children a year but can be prevented by killing the mosquito vectors. As mosquitoes become resistant to insecticides the prevention measures can become ineffective. Research at the Liverpool School of Tropical Medicine (LSTM) led by Professor Hemingway FRS has been instrumental in the development of current World Health Organisation (WHO) guidelines to manage resistance, and has led to improved resistance diagnostics and novel monitoring software to integrate entomological and human health outcomes. LSTM's research led to the creation of the Innovative Vector Control Consortium (IVCC) which was established as an independent Product Development Partnership (PDP) in 2008. New, longer lasting formulations of insecticides developed by IVCC are now in operational use, and several novel public health insecticides are under development.
Communicable diseases are a major health burden in the developing world. Early detection and accurate identification of infectious agents is key to their management. However, the complex procedures and logistics of current diagnostic tests often make them unsuitable for use in developing countries. Two technology platforms have been developed that have led to a new generation of simple and inexpensive rapid tests that can be applied in resource-limited settings. A spinout company was set up to allow translation of these platforms into new products. Three tests (Chlamydia, Hepatitis B and HIV) were launched since 2008, with test kits marketed, allowing patients to receive treatment for infections which would have previously gone unnoticed and untreated. The spinout company has raised >$30 million, of which >$20million is since 2008.
Andrew McGonigle's research is focused on the development of improved techniques for monitoring volcanic gases, data which are vital for assessing hazard levels and issuing pre-eruption evacuation alerts. The instrumentation derived from this research is considerably cheaper, more reliable and accurate and samples far more frequently than possible previously. These devices have been disseminated to at least 25 countries and are now used as internationally adopted standards by governmental agencies in monitoring and forecasting operations. McGonigle's work led to a Rolex Award for Enterprise in 2008, the Award citation stating that "his combination of science and advanced technology has the potential to save thousands of lives".
Professor Stuart Harrop's advice has informed and underpinned the UN Food and Agricultural Organisation (UNFAO) policy approach to `Globally Important Agricultural Heritage Systems' (GIAHS).
GIAHS are defined as `remarkable land use systems and landscapes which are rich in globally significant biological diversity evolving from the co-adaption of community with its environment and its needs and aspirations for sustainable development' see http://www.fao.org/giahs/giahs/en/. The UNFAO GIAHS project promotes and protects traditional agricultural systems to support food security/resilience strategies and preserve cultural and agro- and bio-diversity. Currently, there are GIAHS sites in Algeria, Brazil, Chile, China, India, Italy, Kenya, Japan, Madagascar, Morocco, Peru, Philippines, Tanzania, Tunisia, USA, Vanuatu (further details at http://www.fao.org/giahs/giahs-sites/en/).
UNFAO requested Harrop to provide advice on the international law and policy that might support GIAHS. That advice continues to underpin the approach to the UNFAO's most recent work and meetings concerning GIAHS. In particular, Harrop's work has informed the UNFAO's decision not to engage in drafting an additional international legal framework. Instead, the organisation is using the existing legal arrangements to protect these land-use systems and landscapes.
Professor Jude Howell served from 2009-2011 as lead researcher on a fundamental review of the Australian Government's approach to civil society in its developing country aid programmes. She and her collaborators produced a report with seven key recommendations. These led to a new Government policy statement on Effective Governance and a new Civil Society Engagement Framework. The initial impacts of rolling out this Framework in 2012-13 have been 1) significant changes in the Australian Agency for International Development's (AusAID) operations in relation to engagement with civil society at both headquarter and country levels, and 2) a substantial increase in the amount of money and attention going to the non-governmental organisations (NGOs) and other organisations that form the backbone of civil society in the 37 developing countries in which AusAID works.
