Responsible Innovation: managing the responsible emergence of science and innovation in society

Summary of the impact

A Responsible Innovation Framework developed by Prof Owen is transforming how Research Councils and the Technology Strategy Board (TSB) fund and deliver programmes of science and innovation. The Framework recently became a central element of EPSRC's research policy. It has supported key governance decisions by EPSRC concerning the first, contentious UK field trial of climate engineering technology. It was embedded in EPSRC's Delivery Plan and Doctoral Training Centres, and TSB's Synthetic Biology Roadmap, Industrial Feasibility and Innovation and Knowledge Centre programmes. It has been an important input into a restructuring by the European Commission of the European Research Area, underpinning its Horizon 2020 Strategy and Innovation Union.

Guiding the Governance of Climate Geoengineering RD&D, Using the Oxford Principles

Summary of the impact

A decade of social science research on emerging technologies carried out and/or directed by Oxford researchers at InSIS (Institute for Science, Innovation and Society) provided the basis for the Oxford Principles for the Governance of Geoengineering Research. These Principles were endorsed by the House of Commons Science and Technology (S&T) Committee in 2010 and were subsequently accepted by the UK Government in its official response to the Committee's report - meaning that appropriate governance arrangements are now a necessary precondition for responsible research, development, and demonstration (RD&D) of geoengineering. The Principles have also been "generally endorsed" by the international geoengineering research community in its efforts to ensure responsible conduct in the controversial emerging area of environmental technology.

Creating and implementing appropriate governance of the life sciences

Summary of the impact

The ESRC Innogen Centre brought together a multiplicity of disciplines for a large 12-year research programme (2002-14) on the impact of regulation on innovation dynamics in the life sciences. Research design promoted interactions between stakeholders to achieve policy impact. Innogen developed a range of tooIs to disseminate research findings and influence policy in Europe, the African Union (AU), Kenya, Qatar and at the OECD. We used secondments and temporary placements to achieve impact, as well as more traditional activities and outputs, resulting in major policy impacts in Europe, Africa and the Middle East.

Devising and implementing frameworks for Responsible Research and Innovation in emerging biotechnologies.

Summary of the impact

In the face of perceived public concerns about technological innovations, leading national and international bodies increasingly recognize the need for dialogue between policy makers, scientific researchers and social actors in order to develop the technologies to address the grand challenges facing our societies in a way that meets social needs and gains public trust. The Directorate-General for Research and Innovation of the EU, the UK Government and many funding bodies are addressing this issue by insisting on Responsible Research and Innovation (RRI) in the development of emerging technologies, yet the mechanisms for implementing RRI remain largely unspecified. Researchers in SSHM (Rose, Singh, Marris and colleagues) have established a Foresight and Responsible Research and Innovation Laboratory (FRRIL) that has devised and implemented the first detailed frameworks for applying the principles of RRI in the regulation of synthetic biology, novel neurotechnologies and cognitive enhancement; providing important, replicable models for translating the principles of RRI into policy and practice in emerging biotechnologies.

Synthetic Biology and Citizen Science

Summary of the impact

This case study is based on research at the interface of computer science and biology, undertaken at MMU. Subsequent inter-disciplinary work was partly supported by the EPSRC Bridging the Gaps: NanoInfoBio project, and led to the creation of a new "citizen science" organization, which is now one of the leading groups of its type in the world. The specific impacts are (1) generation of revenue for a new business operation created as a result of the project, (2) the stimulation of and influence on policy debate, and (3) the stimulation of public interest and engagement in science and engineering.

Diplomacy and International Governance – Enhancing Practice Through Innovation in Theory and Analysis

Summary of the impact

The impact arises from high quality analysis and evaluation of governance practices — ]especially those linked to diplomacy at the national, European and international levels. It centres on research carried out by Professor Brian Hocking at Loughborough University between 2005 and 2013, which has produced important studies of change and innovation in diplomatic process. These projects have involved close contact with diplomats and other government/EU officials, as well as dissemination to civil society organisations and students in a variety of contexts, and they have been influential in shaping debates about the future of diplomacy and training of diplomats in the EU, Australia and Canada particularly.

Democratising Co-operatives, Charities and Social Enterprises

Summary of the impact

This case study describes the impact of research undertaken within Business and Management on the ownership, governance and management of co-operatives, charities and social enterprises. It describes how developing the concept of communitarian pluralism led to changes in the management and teaching of social enterprise locally, nationally and internationally. We show the impact on professionals, and lecturers and students in other HEIs. We provide evidence that impact activities changed the way organisations and consultancy bodies conceptualise social enterprise, and how this catalysed the formation of an association to advance communitarian pluralist design principles.

Managing innovation

Summary of the impact

Research undertaken at the Centre for Research in Innovation Management (CENTRIM) has demonstrated the company characteristics that contribute to successful innovation. The research provided the core body of knowledge used by the Managing Innovation training programme that has been used by more than 5,000 managers worldwide. The programme presents the findings of research in powerful, accessible and usable ways. It has been adopted by some of the world's most innovative companies, including Medtronic, Cisco Systems and Abbott Laboratories, to stimulate personal development and organisational change. A Managing Innovation train-the-trainer programme has been developed that has provided intensive development for certified trainers and facilitated the roll-out of this programme through Australia, Brazil, Chile, Denmark, Poland, Mexico, Tanzania, USA and Venezuela.

3: Impacts of Research into Synthetic Biology: Novel Cultural Artefacts; Improved Policy

Summary of the impact

Work on synthetic biology carried out by Calvert and Frow at the Univ. of Edinburgh since 2007 has led to two different types of impact: on creativity, culture and society; and on public policy. Their research on design in synthetic biology involved artists and designers from across the world. It has resulted in the production of novel cultural artefacts (exhibited in France, Austria, Ireland, the USA and Japan and viewed by 28,000 unique visitors to our website) as well as dedicated events, which have provided new opportunities for public discussion about synthetic biology and the design of living things. Their research findings on the importance of the early-stage involvement of social scientists in synthetic biology and the role of responsible innovation in the field were taken up in the UK Synthetic Biology Roadmap and have led to changes in UK research policy.

Corporate Governance in the Rugby Football League

Summary of the impact

Our research on corporate governance theory and frameworks provided the basis for a Knowledge Transfer Partnership between Leeds Business School and the Rugby Football League (RFL) to develop a corporate governance framework for the RFL and its associated professional clubs and charitable foundations, which helped to promote more effective governance practice, leading to improvements in financial and operational sustainability. A diagnostic tool was developed on the basis of the underpinning research, reflecting a dynamic, processual view of governance with complex stakeholder interrelationships, thus helping to improve governance systems and processes and awareness of, and accountability in, the clubs' stakeholder environment.
