One strand of Griffiths' academic work has looked at public service reform. This research has influenced a variety of think tank publications examining reform strategies in health, education and social care. In particular, it has shaped debates on citizenship, choice in public services, the `coproduction' of services between citizen and state, and greater professional autonomy. Both the New Labour Government and the Coalition have moved policy in this direction. Griffiths' contributions have been significant enough to be discussed by Cabinet Ministers and senior opposition politicians, special advisers, trade union groups and in local government. His latest edited book in this area is currently the subject of an ongoing series of debates between academics and policymakers, including government ministers, hosted by the Royal Society and Arts and sponsored by the ESRC.
The impact of the Lectura Dantis Andreapolitana (LDA) on a wide and varied public is primarily cultural and social. The lecture series in St Andrews presents the newest academic research on Dante's Divine Comedy directly, significantly increasing public understanding and appreciation of this key part of Western cultural heritage. Video recordings of the lectures on the website extend the geographical reach of the impact globally. Complementary events invited the public to reflect on and engage with aspects of contemporary society in the light of Dante's ideas about good and evil. Collaborations used research on Dante to inform artistic reflection.
Because corruption involves illegal activities of public officials, data about the scale and objects of bribery is not readily available. Without such evidence, policymakers are handicapped in identifying points for effective intervention. Rose's survey research on post-Communist countries developed innovative measures to monitor the payment of bribes by citizens for public services. Transparency International (TI) is the world's leading non-governmental organisation campaigning against corruption, and it has incorporated the survey methodology in its key research tool, the Global Corruption Barometer (GCB). From 2008 to 2013 Transparency International has conducted three major rounds of Global Corruption Barometer surveys that interviewed upwards of 450,000 people in more than 110 countries on every continent. Results have been disseminated worldwide through the 90 national chapters of Transparency International. Rose's expertise in sampling has also been used to improve value-for-money expenditure on GCB surveys in the many developing countries it covers.
Research conducted in 2006-13 on the role of third sector organisations (TSOs) in delivering public services in Scotland has shaped public policy, improved the management/impact of TSOs in delivering public services, and influenced public opinion on the role of TSOs. This has been achieved through research for the Scottish Government and the ESRC, input into the Christie Commission on public services reform, and by affecting the management of TSOs in Scotland through training events and through Osborne's role as Vice-Chair of the Scottish Council for Voluntary Organisations (SCVO). It has also had an international impact, including in Denmark and Australia.
This case study describes Waiton's research on `moral panics' around children, young people, and football fans. Increasingly, Waiton has developed a national profile as a `public sociologist' and has been invited to contribute to policy debates and processes related to his research. This has had an impact on practitioners and stakeholders in areas like community work, youth work and practices, and government committees.
The findings of Prof. Warwick Funnell and Prof. Robert Jupe have stimulated international policy debates on government accountability and the provision of public services. By challenging conventional free market wisdom, their analysis of the limits to effective privatisation have been used by stakeholders concerned by the direction of public sector reform, including government representatives, professionals and political pressure groups. They achieved this through accessible publications and close partnerships with these stakeholders that provide a platform for associated discussion events, seminars and media commentary.
Unique research at the University of Manchester highlights the shortcomings of public accountability and the high cost, to the public purse, of PPPs and the Private Finance Initiative (PFI) using critical financial analysis. Lead researchers have been invited to engage in dialogue with national audit regulators, give evidence to parliamentary committees and contribute to policy debate through international roundtables. The work has been used to challenge government policy and has significantly influenced the national and international public debate about the costs, affordability and value for money of PPPs. The UK government has now renegotiated existing PFI projects to achieve cost savings, and we have given evidence by invitation to international committees concerned with public accountability and policy development.
Research into public procurement in the EU and its Member States undertaken by Professor Bovis has made a significant impact on the application of public procurement as a policy instrument in the UK. The impact of Professor Bovis' research is threefold: it has influenced parliamentary debate and legislative scrutiny in the UK by demonstrating the socio-economic and industrial policy dimension of public procurement; it has shaped change in the UK regulatory and legal environment of public procurement through advice to the UK government on procurement legal reforms; and it has affected a paradigm shift by extensive media engagement.
University of Glasgow research into public sector governance has influenced planning and investment in major transport and infrastructure projects. Transport Scotland's Strategic Transport Projects Review was the first nationwide, multi-modal, evidence based review of Scotland's transport system; as a member of the Board, Professor Iain Docherty contributed to its recommendations, adopted by the Scottish Government in December 2008. His research also shaped the Commission for Integrated Transport's negotiations with the Westminster Government on the White Paper which underpinned the Planning Bill 2008 and subsequent Planning Act 2009; informed the Cabinet Office's 2009 Urban Transport strategy and recommendations; and influenced 2012 investment planning discussions by Edinburgh City Council.
Andrea Phillips has worked with numerous institutions in the public realm to address questions about the commissioning of public art. This commenced with an AHRC-funded research project, Curating Architecture (2007-08), and in 2009 upon the invitation of a Dutch public art foundation [SKOR] she co-founded a research project called Actors, Agents and Attendants (AAA). This comprised public dialogues, expert meetings, and publications that brought together the expertise of commissioners, politicians, curators and directors to investigate the role of art in the shaping of public, social life. The project coincided with major changes to the Dutch arts funding system, and its activities and outcomes were widely disseminated and influential in this context. Thus for example SKOR has changed its shape since 2012, its new approach having been significantly influenced by the outcomes of Phillips' collaborative research. Her expertise in this area also led to her co-curating the public programme of the 2013 Istanbul Biennal on the highly topical issue of citizen's rights to, and use of, the public sphere. The Biennial was attended by over 350,000 people including local and national politicians, commissioners, philanthropists, collectors, artists and curators, many of whom took part in the public events.
