Intercultural exchange in multi-ethnic cities is increasingly understood as a source of cultural, social and economic dynamism. This argument is rehearsed by Bianchini in much of his published research and other interventions. His comparative research on Liverpool and other European port cities also highlighted cosmopolitan intercultural exchange central to the cultural characteristics of such cities. His work on port cities was the key source for a chapter of Liverpool's successful bid for the title of 2008 European Capital of Culture which made a major contribution to the city's economic development and regeneration. Subsequent work has been adopted by other cities in similar bidding frameworks, including most recently Matera, Italy, in its bid to become European City of Culture in 2019 for which it reached the Italian shortlist in November 2013.
Key insights from LSE Cities' interdisciplinary research on the `compact and well-connected' city have been incorporated by central government in national planning policy and by the Mayor of London in the London Plan. This has led to urban land being developed more intensively, ensuring more sustainable and efficient use of space in English towns and cities. Research on green city policies has been adopted by the United Nations Environment Programme (2011) and is determining policy formulation in Stockholm, Copenhagen and Portland. Urban Age conferences and research have created an international network of urban policy-makers and scholars, and LSE Cities staff have had impact on the design of the Olympic Park in London and development plans for cities outside the UK.
Interdisciplinary research at UEL has contributed to understanding and debate about urban regeneration among policy-making, professional and public audiences. More specifically, it has stimulated and informed discussion and debate about the potential legacies of the London 2012 Olympic games and similar "mega-events". Between 2008 and 2013 the research informed analysis, planning and evaluation of urban regeneration policy and practice relating to the Olympic legacy at international (Organisation for Economic Co-operation and Development), national (UK Government Department for Communities and Local Government, House of Lords), city-wide and local government (London Assembly) levels. UEL Research and its impact have evolved in tandem over the exciting period since the announcement of the award of the Olympics to East London in July 2005, and will continue as the Olympic legacy unfolds in this part of the city and more widely.
This case study demonstrates how extensive University of Manchester (UoM) research over nearly two decades has led to a step change in policy monitoring practices, through the development of innovative indicator methodologies that have strong analytical, learning and spatial emphases. The key impact was the direct translation of a UoM research report into the Office of the Deputy Prime Minister's (ODPM) official spatial planning monitoring guidance, with all 394 English local planning authorities required to comply with evidence-based plan-making. This work continues to shape the policy debates and practices of the UK Coalition Government, with impact extending internationally, influencing policy, debate and practice within: the EC, the UN, the World Bank, Australia and China (Shantou).
Two decades of research in the Global Urban Research Unit at Newcastle University has significantly shaped public awareness and political understanding of the links between technology, infrastructure and security within highly urbanised societies. Research into the role of cities as key sites of security and war and the spread of `the surveillance society' are two interlocking foci that have generated impacts with global reach. Of particular significance are: a) research and scholarship to develop key concepts and a language that captures and communicates how urban landscapes are being infiltrated by military technologies. We specifically highlight the publication of Cities Under Siege as the culmination of this work and its impact on national and international public debate, and; b) specific studies into surveillance technologies in Britain that impact directly on public debate and the formation of specific national policy.
This case study details the research undertaken in the Built Environment Research Institute (BERI), Centre for Research on Property and Planning concerning the interrelationships across regeneration, value creation and innovative funding mechanisms. Outputs have impacted at the property market and regeneration policy levels with benefit arising from benchmarking of performance, enhanced transparency, changed perceptions of regeneration areas with increased appreciation of innovative vehicles for regeneration and infrastructure delivery. The underpinning research has been published in leading journals and launched at keynote events organised by the Royal Institution of Chartered Surveyors (RICS) and the Investment Property Forum (IPF).
Research work into the development and transference of methods for climate readiness and resilience by Allen et al has created impacts at every stage of the planning process. In major cities of the Global South, such as Dhaka and Maputo, this research has made visible the material practices adopted by ordinary citizens to cope with climate variability, and has provided a systematic evaluation for policymakers and funders of strategies for proofing cities at scale. In turn it has facilitated new approaches to risk and vulnerability assessment — for instance, by integrating new perspectives into Maputo city planning, supporting methodological approaches to projects by Oxfam, and helping to shape policy tools and funding with organisations such as the Department for International Development (DFID).
Economic prosperity in the UK is very unevenly distributed across space. Tackling these persistent disparities by improving local economic performance is a key policy objective. Research conducted by LSE staff has made direct contributions to government thinking and to specific policies both at central and local levels. First, the research has influenced the Government's shift from regional to city policy-making: abolishing Regional Development Agencies; establishing Local Enterprise Partnerships [LEPs] and bespoke `City Deals'. Second, researchers from LSE have directly influenced the development of economic strategies in Birmingham, Cambridge, the North East LEP area and Manchester.
University of Glasgow research into public sector governance has influenced planning and investment in major transport and infrastructure projects. Transport Scotland's Strategic Transport Projects Review was the first nationwide, multi-modal, evidence based review of Scotland's transport system; as a member of the Board, Professor Iain Docherty contributed to its recommendations, adopted by the Scottish Government in December 2008. His research also shaped the Commission for Integrated Transport's negotiations with the Westminster Government on the White Paper which underpinned the Planning Bill 2008 and subsequent Planning Act 2009; informed the Cabinet Office's 2009 Urban Transport strategy and recommendations; and influenced 2012 investment planning discussions by Edinburgh City Council.
Professor Michael Keating has worked on various aspects of public policy-making in Scotland and abroad, supported primarily by the ESRC and Leverhulme Trust. Impact has taken the form of a series of collaborative academic-practitioner engagements, involving civil servants, politicians, and civil society actors. These events have focused on establishing a common vocabulary and core concepts, while exploring difficult issues in public policy and facilitating mutual learning between academics and practitioners. Insights from these encounters have been institutionalised in the Scottish Policy Innovation Forum, as well as ongoing seminars, public lectures, innovative training courses for civil servants, and informal discussions.
